MINUTES OF THE LAFAYETTE COMMON COUNCIL
November 7, 2022

The Common Council of the City of Lafayette, Indiana met in regular session Monday, November 7,
2022 at 6:00 pm. In the Common Council Chamber at 20. N 6th Street.
President Brown called the meeting to order at 6:00 pm.
The Pledge of Allegiance was given to the flag of our Country.
Present: Klinker, Nargi, Snyder, Reynolds, Hession Weiss, Ahlersmeyer, Weast-Williamson, Downing
and Brown.
City Clerk Cindy Murray and City Attorney Jacque Chosnek were present.
Public Hearing:
Councilmember Reynolds moved to recess for a public hearing on Ordinance 2022-42 (An Additional
Appropriation of American Rescue Plan Grant Fund) (Fund #1760). Councilmember Hession Weiss
seconded. No public comment was heard. Councilmember Hession Weiss moved to reconvene the regular
meeting. Councilmember Klinker seconded. Motion passed by unanimous voice vote.
Councilmember Reynolds moved to approve the minutes with a corrected scrivener’s error of the October
20, 2022 special council meeting. Councilmember Snyder seconded. Motion passed by unanimous voice
vote.
There were no Disposal of Claims, Petitions or Communications:
The Clerk stated the following reports are available in the City Clerk’s Office:

Ordinances for Second Reading:
The Clerk read Ordinance 2022-39 (An Amendment to Ordinance No. 2010-11 Establishing A Local
Centennial/St James Historic District in the City of Lafayette, Indiana.) by title only on second and final
reading. Councilmember Ahlersmeyer moved for passage. Councilmember Weast-Williamson seconded.
John Collier, Economic Development spoke regarding the ordinance. Ordinance 2022-39 passed 8-0 on a
roll call vote on second and final reading.
The Clerk read Ordinance 2022-40 (An Amendment to Ordinance No. 2010-11 Establishing A Local S 6th
St/402 Lingle Ave Conservation District in the City of Lafayette, Indiana.) by title only on second and
final reading. Councilmember Klinker moved for passage. Councilmember Snyder seconded. John
Collier, Economic Development spoke regarding the ordinance. Ordinance 2022-40 passed 8-0 on a roll
call vote on second and final reading.
The Clerk read Ordinance 2022-41 (An Ordinance Adopting An Investment Policy for the City of
Lafayette, Indiana) by title only on second and final reading. Councilmember Nargi moved for passage.
Councilmember Klinker seconded. Jeremy Diehl, Controller spoke regarding the ordinance. Mr. Diehl
also noted the policy must be renewed annually Ordinance 2022-41 passed 8-0 on a roll call vote on
second and final reading.
The Clerk read Ordinance 2022-42 (An Ordinance For Additional Appropriation of American Rescue
Plan Grant Fund (Fund #1760)) by title only on second and final reading. Councilmember Hession Weiss
moved for passage. Councilmember Downing seconded. Jeremy Diehl, Controller spoke regarding the
ordinance. Ordinance 2022-42 passed 8-0 on a roll call vote on second and final reading.
Ordinances for First Reading:
The Clerk read Ordinance 2022-43 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe
County, Indiana, to Rezone Certain Real Estate from GB & R3 to R3, 4.532 Acres on the South Side of
McCarty Lane and the East Side of Creasy Lane-Tippecanoe Acquisitions LLC, Petitioner) by title only
on first reading. Councilmember Downing moved for passage, Councilmember Weast-Williamson
seconded. Chris Shelmon, attorney for the petitioner spoke regarding the ordinance. Ordinance 2022-43
passed 8-0 on a roll call vote on first and final reading.
President Brown noted Ordinance 2022-44 was filed after the deadline and would need council approval
to suspend the rules and accept.
Councilmember Hession Weiss moved to suspend the rules and hear Ordinance 2022-44 on first reading.
Councilmember Reynolds seconded. Motion passed by unanimous voice vote.
The Clerk read Ordinance 2022-44 (An Ordinance for Additional Appropriations for the Greater
Lafayette Public Transportation Corporation as Pursuant to Indiana Code 6-1.1-17-20) by title only on
first reading. Councilmember Nargi moved for passage, Councilmember Hession Weiss seconded. Bryan
Smith, General Manager GLPTC noted this request is for re-appropriation of funds to cover higher than
expected expenses. Mr. Smith assured council this would not impact the 2023 budget that was recently
approved. Ordinance 2022-44 passed 8-0 on a roll call vote on first reading.
Councilmember Ahlersmeyer moved to set a public hearing for Ordinance 2022-44 on Monday,
December 5, 2022 @ 6:01 pm. Councilmember Hession Weiss seconded. Motion passed by unanimous
voice vote.
Resolutions:
The Clerk read Resolution 2022-25 (A Resolution for 2023 Common Council Calendar of Meetings) by
title only on first and final reading. Councilmember Ahlersmeyer moved for passage, Councilmember
Downing seconded. Resolution 2022-25 passed 8-0 on a roll call vote on first and final reading.
No Reports of Standing Committees.

There was no Report by the Mayor.
No Miscellaneous or New Business.
Reports by the Council:
Councilmember Reynolds invited everyone to the dedication of new Verdin Clock installed at the corner
of 5th and Main Street on November 9th.
There was no Public Comment.
Councilmember Klinker move to adjourn. Councilmember Snyder seconded. Meeting adjourned at 7:20
PM.
