MINUTES OF THE LAFAYETTE COMMON COUNCIL April 3, 2023 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, April 3, 2023, at 6:00 pm. In the Common Council Chamber at 20. N 6th Street. President Ahlersmeyer called the meeting to order at 6:00 pm. The Pledge of Allegiance led was given to the flag of our Country. Present: Snyder, Hession Weiss, Ahlersmeyer, Weast-Williamson, Downing and Brown. Absent: Klinker, Nargi City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilmember Reynolds moved to recess for a Public hearing on Ordinance 2023-12 (An Ordinance of the Common Council of the City of Lafayette, Indiana Annexing Territory into the City of Lafayette, Indiana 2023 Concord Crossing – Tippecanoe Development II – DF Properties Super Voluntary Annexation) Councilmember Brown seconded. Brian Kocher, 529 Wellington Ct. spoke regarding the need for affordable housing when developing new housing additions. No other public comment was heard. Ordinance 2023-13 (An Ordinance of the Common Council of the City of Lafayette, Indiana Annexing Certain Territory into the City of Lafayette, Indiana 2023 Lafayette Southeast Voluntary Annexation- Steele Property). No public comment was heard. Councilmember Reynolds moved to reconvene the regular meeting; Councilmember Snyder seconded. The motion passed by unanimous voice vote. Councilmember Downing moved to approve the minutes of the March 6, 2023 meeting. Councilmember Snyder seconded. Motion passed by unanimous voice vote. Ordinances for First Reading The Clerk read Ordinance 2023-14 (An Ordinance to Amend Ordinance 2022-36 An Ordinance Fixing the Salaries of the Appointed Officers and Employees of the City of Lafayette, Indiana, For the Year 2023, Excluding the Sworn Protective Occupation and Law Enforcement Members of the Police and Fire Departments) by title only on first reading. Councilmember Hession Weiss moved for passage, Councilmember Brown seconded. Jeremy Diehl noted the ordinance includes two changes. Change one is a new Zoo Educator position within the Parks Department, the salary will be funded by the Parks non- reverting fund. The second change is the Economic Development position of Senior Planner/Project Manager changing to Senior Community Development Manager. Ordinance 2023-14 passed 6-0 on a roll call vote on first reading. The Clerk read Ordinance 2023-15 (An Ordinance For Additional Appropriation of American Rescue Plan Grant Fund (Fund#1760)) by title only on first reading. Councilmember Weast-Williamson moved for passage, Councilmember Downing seconded. Jeremy Diehl, Controller spoke regarding the ordinance. Ordinance 2023-15 passed 6-0 on a roll call vote on first reading. Councilmember Snyder moved to set a public hearing on Ordinance 2023-15 on Monday, May 1, 2023 at 6:01 pm, Councilmember Reynolds seconded. The motion passed by unanimous vote. The Clerk read Ordinance 2023-16 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana UZO Amendment #107) by title only on first and final reading. Ordinance 2023-16 passed 6-0 on a roll call vote on first and final reading. The Clerk read Ordinance 2023-17 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana to Rezone Certain Real Estate from I3 to GB) by title only on first and final reading. Councilmember Snyder moved for passage; Councilmember Reynolds seconded. Dennis Carson, Economic Development Director spoke in support of the resolution. Reid Pittard, project analyst for McGuire Sponsel spoke regarding the plans for a prefabrication building. Matt Houston, President Huston Electric explained the advantage of a central area prefabrication building. Resolution 2023-09 passed 6-0 on a roll call vote on first and final reading. Councilmember Hession Weiss moved to set a public hearing on Resolution 2023-09 on Monday, May 1, 2023 @6:02 pm. Councilmember Brown seconded. The motion passed by unanimous vote. The Clerk read Resolution 2023-10 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA) Real Estate-LB Associates, LLC (Future-Haggerty Point Five, LLC) by title only on first and final reading. Councilmember Weast-Williamson moved for passage, Councilmember Downing seconded. Dennis Carson, Economic Development Director spoke in support of the resolution and the benefits to the community. Jerry Brand, INOK Investments explained the project that will include building warehouses and facilities to support the needs of the local manufacturers in the community. Resolution 2023-10 passed 6-0 on a roll call vote on first and final reading. The Clerk read Resolution 2023-11 (A Resolution Approving A Deduction for Tax Abatement in an Economic Revitalization Area (ERA) Real Estate-LB Associates, LLC (Future-Haggerty Point Six, LLC) by title only on first and final reading. Councilmember Snyder moved for passage; Councilmember Reynolds seconded. Resolution 2023-11 passed 6-0 on a roll call vote on first and final reading. Public Comment: Pearl Speakman, 923 S 22nd Street, expressed concern about the traffic signals at 22nd Street and Teal Road. Mayor Roswarski assured Mr. Speakman there is work in progress and the changes are temporary. Dan Sakel, 38 N 23rd Street, addressed concerns regarding the new needle exchange location.
