MINUTES OF THE LAFAYETTE COMMON COUNCIL May 1, 2023 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, May 1, 2023, at 6:00 pm. In the Common Council Chamber at 20. N 6th Street. President Ahlersmeyer called the meeting to order at 6:00 pm. The Pledge of Allegiance led was given to the flag of our Country. Present: Klinker, Nargi, Snyder, Reynolds, Hession Weiss, Brown, Weast-Williamson, Downing and Brown. City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Councilmember Klinker moved to recess for a public hearing on Ordinance 2023-15 (An Ordinance For Additional Appropriation of American Rescue Plan Grant Fund (Fund#1760)) Councilmember Nargi seconded. No public comment was heard. Resolution 2023-09 (A Resolution Declaring the Designation of Certain Real Estate as an Economic Revitalization Area (ERA) and Approving the Application for Property Tax Abatement-DJS Leasing (Huston Electric) Real Estate) No public comment was heard. Councilmember Snyder moved to reconvene the regular meeting; Councilmember Reynolds seconded. Motion passed by unanimous voice vote. Councilmember Hession Weiss moved to approve the minutes of the April 3, 2023, meeting. Councilmember Brown seconded. Motion passed by unanimous voice vote. Councilmember Snyder moved for passage, Councilmember Klinker seconded. Jeremy Diehl noted the ordinance includes two changes. Change one is a new Zoo Educator position within the Parks Department, the salary will be funded by the Parks non- reverting fund. The second change is the Economic Development position of Senior Planner/Project Manager changing to Senior Community Development Manager. Councilmember Klinker moved for passage, Councilman Nargi seconded. Kevin Riley, Attorney for the petitioner spoke regarding the annexation. Comments and discussion by councilmembers ensued. The following citizens spoke in opposition of the proposed annexation: Chris Wischer, attorney representing the town of Dayton. Mr. Wischer responded to several Councilmember questions. Mark Buhrmester, President Dayton Redevelopment Commission. 264 Washington St., Dayton, In Cindy Marsh, Dayton, Area Community Coalition Jen Manago, Dayton Council Member Ron Koehler, Town Council Member Kevin Riley spoke in response to citizen comments. Ordinance 2023-23 passed 8-0 on a roll call vote on first reading. Councilmember Brown moved to set a public hearing on Ordinance 2023-23 for Monday, June 5th at 6:01 PM, Councilmember Weast-Williamson seconded. Motion passed by unanimous voice vote. Resolutions: The Clerk read Resolution 2023-13 (A Resolution to Approve the City of Lafayette Community Development Block Grant and the Lafayette Housing Consortium Home Program Annual Action Plan for 2023) by title only on first and final reading. Councilmember Snyder moved for passage, Councilmember Reynolds seconded. Michelle Reynolds, Director Lafayette Housing Authority spoke regarding the resolution. Councilmember Hession Weiss noted she would be abstaining from the vote due to conflict. Resolution 2023-13 passed 7-0-1 on a roll call vote as follows on first and final reading. Councilmember Hession Weiss moved for passage, Councilmember Brown seconded. Bryan Smith, General Manager Citibus gave a detailed overview of how the program would work. Paul Moses, Greater Lafayette Commerce spoke in support of the program. Resolution 2023-15 passed 8-0 on a roll call vote on first and final reading. Public Comment: JP Schafer, 625 Perrin Ave expressed concern about increased light pollution in the downtown area, related to the garage on the new Public Safety Building.
