MINUTES OF THE LAFAYETTE COMMON COUNCIL July 1st 2024 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, July 1, 2024 at 6:00 pm. In the Common Council Chamber at 20. N 6th Street. President Snyder called the meeting to order at 6:00 pm. The Pledge of Allegiance Present: Klinker, Nargi, Snyder, Hession Weiss, Reynolds, Brown, Ahlersmeyer, Weast Williamson, Downing City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Public Hearing: Councilmember Klinker moved to recess for a public hearing on Ordinance 2024-31 (An Ordinance For Appropriation Of Local Option Highway User Tax Funds (County Wheel Tax)(Fund #2490)) Councilmember Nargi seconded. Motion passed by unanimous voice vote. No public comment. Councilmember Klinker moved to reconvene; Councilmember Nargi seconded. Motion passed by unanimous voice vote. Approval Of Minutes Councilmember Reynolds moved to approve the minutes of the June 3rd, 2024, meeting. Councilmember Hession Weiss seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications. The Clerk stated the following reports are available in the City Clerk’s Office: Renew Department Monthly-May Water Works Department Monthly-May Fleet Department Monthly- May Ordinances for Second Reading The Clerk read Ordinance 2024-30 (An Ordinance Authorizing A Short-Term Loan From Lafayette Renew To Lafayette Water Works) by title only on second and final reading. Councilmember Brown moved for passage; Councilmember Ahlersmeyer seconded. Jacque Chosnek (City Attorney) spoke regarding this Ordinance. Ordinance 2024-30 passed 8-0 on a roll call vote for second and final reading. The Clerk read Ordinance 2024-31 (An Ordinance For Appropriation Of Local Option Highway User Tax Funds (County Wheel Tax)(Fund #2490)) by title only on second and final reading. Councilmember Weast Williamson moved for passage; Councilmember Downing seconded. Mayor Roswarski spoke regarding this Ordinance. Ordinance 2024- 31 passed 8-0 on a roll call vote for second and final reading. Ordinances for First Reading The Clerk read Ordinance 2024-32 (An Ordinance To Amend The Zoning Ordinance Of Tippecanoe County, Indiana) by title only on first and final reading. Councilmember - Downing moved for passage; Councilmember Klinker seconded. Jacque Chosnek (City Attorney) spoke regarding this ordinance. Mayor Roswarski spoke regarding this Ordinance. Andrea Writer, 7709 S 125 E, asked if there was a map available where the R1 zones are, so she could better see where this was affecting. Mayor Roswarski shared that APC has maps available. Trisha Heart, 3216 Sherwood Dr. asked about the permits that would be needed. Jacque Chosnek answered their questions. Ordinance 2024-32 passed 8-0 on a roll call vote for first and final reading. Resolutions The Clerk read Resolution 2024-22 (A Resolution Of The City Of Lafayette Adopting Rules Regulating Conduct At Public Meetings) by title only on first and final reading. Councilmember Klinker moved for passage; Councilmember Nargi seconded. Jacque Chosnek (City Attorney) spoke regarding this Resolution. Discussion ensued. Resolution 2024-22 passed 8-0 on a roll call vote on first and final reading. The Clerk read Resolution 2024-23 (A Resolution Of The Lafayette Common Council Annual Tax Abatement Compliance (Round 2)) by title only on first and final reading. Councilmember Reynolds moved for passage; Councilmember Hession Weiss seconded. John Collier (Economic Development) spoke regarding this Resolution. Resolution 2024-23 passed 8-0 on a roll call vote on first and final reading. No Reports of Standing Committees No Reports of Special Committees No Report by the Mayor Miscellaneous or New Business: Reports Of Councilmember: Council discussed and encouraged people to come to the Stars and Stripes event downtown. No Public Comment was heard. Councilmember Klinker moves to adjourn. Councilmember Nargi seconded. Meeting adjourned at 6:25 PM.
