MINUTES OF THE LAFAYETTE COMMON COUNCIL August 5th, 2024 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Monday, August 5, 2024 at 6:00 pm. In the Common Council Chamber at 20. N 6th Street. Pro-Tem President Nargi called the meeting to order at 6:00 pm. The Pledge of Allegiance Present: Klinker, Nargi, Reynolds, Hession Weiss, Brown, Ahlersmeyer, Weast Williamson, Downing Absent: Snyder City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Approval Of Minutes Councilmember Klinker moved to approve the minutes of the July 1, 2024, meeting. Councilmember Reynolds seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions or Communications. The Clerk stated the following reports are available in the City Clerk’s Office: Renew Department Monthly-June Water Works Department Monthly-June Fleet Department Monthly- June Ordinances for First Reading The Clerk read Ordinance 2024-33 (An Ordinance To Vacate A Portion Of The Public Right-A- Way In The City Of Lafayette, Indiana) by title on first reading. Councilmember Hession Weiss moved for passage; Councilmember Brown seconded. Kevin Riley, RTS Law, spoke regarding this Ordinance. Ordinance 2024-33 passed 7-0 on a roll call vote for first reading. Councilmember Ahlersmeyer moved to set a public hearing on Tuesday, September 3, 2024 @ 6:01pm, Councilmember Weast-Williamson seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance 2024-34 (An Ordinance Amending Certain Section Of The Title 10- Animals) by title on first reading. Councilmember Weast-Williamson moved for passage; Councilmember Downing seconded. Jacque Chosnek, City Attorney, spoke regarding this Ordinance. She shared how Lafayette, Tippecanoe County, and West Lafayette have been collaborating to update our animal control ordinances. This joint effort is not only aimed at improving our animal control measures, but also created consistency between the government agency with the goal to enhance processes at the new Humane Society for Great Lafayette. Ordinance 2024-34 passed 7-0 on a roll call vote for first reading. The Clerk read Ordinance 2024-35 (An Amendment to Ordinance No. 2010-11 Establishing a Local St. Mary’s/1302 South St. Historic District in the City of Lafayette, Indiana) by title on first reading. Councilmember Klinker moved for passage; Councilmember Reynolds seconded. John Collier, Economic Development, spoke regarding this Ordinance. Ordinance 2024-35 passed 7-0 on a roll call vote for first reading. The Clerk read Ordinance 2024-36 (An Amendment to Ordinance No. 2010-11 Establishing a Local Ellsworth/717 Columbia St. Historic District in the City of Lafayette, Indiana) by title on first reading. Councilmember Hession Weiss moved for passage; Councilmember Brown seconded. John Collier, Economic Development, spoke regarding this Ordinance. Ordinance 2024-36 passed 7-0 on a roll call vote for first reading. The Clerk read Ordinance 2024-37 (An Amendment to Ordinance No. 2010-11 Establishing a Local Perrin/Cason St./204 Tinkler St. Historic District in the City of Lafayette, Indiana) by title on first reading. Councilmember Ahlersmeyer moved for passage; Councilmember Weast- Williamson seconded. John Collier, Economic Development, spoke regarding this Ordinance. Ordinance 2024-37 passed 7-0 on a roll call vote for first reading. The Clerk read Ordinance 2024-38 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Perrin North Historic District in the City of Lafayette, Indiana) by title on first reading. Councilmember Downing moved for passage; Councilmember Klinker seconded. John Collier, Economic Development, spoke regarding this Ordinance. Ordinance 2024-38 passed 7-0 on a roll call vote for first reading. The Clerk read Ordinance 2024-39 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Centennial Historic District in the City of Lafayette, Indiana) by title on first reading. Councilmember Reynolds moved for passage; Councilmember Hession Weiss seconded. John Collier, Economic Development, spoke regarding this Ordinance. Ordinance 2024-39 passed 7-0 on a roll call vote for first reading. No Reports of Standing Committees No Reports of Special Committees No Report by the Mayor No Miscellaneous or New Business Public Comment: Preston Coots, 1619 N. 16th St., asked if he could get a zoning map of the R1 designations that were established from the previous meeting. Jacque Chosnek, City Attorney, clarified that he was talking about the Airbnb and the R1 locations. She shared that he could find them online and if he wanted to talk with her after the meeting, she would be happy to give more information. Councilmember Klinker moves to adjourn.
