MINUTES OF THE LAFAYETTE COMMON COUNCIL September 3rd 2024 REGULAR MEETING (https://www.youtube.com/user/CityofLafayetteIN/live The Common Council of the City of Lafayette, Indiana met in regular session Tuesday, September 3, 2024 at 6:00 pm. In the Common Council Chamber at 20. N 6th Street. President Snyder called the meeting to order at 6:00 pm. The Pledge of Allegiance Present: Klinker, Nargi, Reynolds, Brown, Ahlersmeyer, Weast-Williamson, Downing, Snyder Absent: Hession Weiss City Clerk Cindy Murray and City Attorney Jacque Chosnek were present. Public Hearing: Councilmember Reynolds moved to recess for a public hearing on Ordinance 2024-33 (An Ordinance To Vacate A Portion Of The Public Right-A-Way In The City Of Lafayette, Indiana) Councilmember Downing seconded. No comments were heard. Councilmember Klinker moved to reconvene the regular meeting. Councilmember Nargi seconded. The Motion passed by unanimous voice vote. Approval Of Minutes Councilmember Weast-Williamson moved to approve the minutes of the August 5th, 2024, meeting. Councilmember Downing seconded. Motion passed by unanimous voice vote. There were no Disposal of Claims, Petitions, Communications or reports. Ordinance for First Reading The Clerk read Ordinance 2024-40 (An Ordinance to Amend the Zoning Ordinance of Tippecanoe County, Indiana, to Rezone Certain Real Estate from R2 to MRU) by title on first and final reading. Councilmember Klinker moved for passage; Councilmember Nargi seconded. Holland Blackburn, resident of 900 N 20 street and owner of holland Blackburn counseling services LLC, spoke regarding this ordinance. Ms. Blackburn was purposing to rezone it from residential to medical. Discussion ensued. Ordinance 2024-40 passed 7-0 on a roll call vote for first and final reading. The Clerk read Ordinance 2024-41 (An Ordinance Vacating a Portion of 17th street in the City of Lafayette, Indiana) by title on first reading. Councilmember Reynolds moved for passage; Councilmember Brown Seconded. Jacque Chosnek, City Attorney, spoke regarding this Ordinance. Discussion ensued about the map. Ordinance 2024-41 passed 7-0 on a roll call vote for first reading. Councilman Klinker moved to set a public hearing on Monday, October 7, 2024 @ 6:01pm, Councilwoman Nargi seconded. Motion passed by unanimous voice vote. The Clerk read Ordinance 2024-42 (An Ordinance For Additional Appropriation of American Rescue Plan Grant Fund (Fund #1760)) by title on first reading. Councilmember Weast- Williamson moved for passage; Councilmember Ahlersmeyer Seconded. Jacque Chosnek, City Attorney, Spoke regarding this Ordinance. She explained that this appropriation is a reappropriation for about $4.5 million funds that were previously appropriated but not yet spent and additional appropriation bringing the total amount $8,506,321.00. The funds will be used for the previously identified projects of the Wea Ridge storage tower, the Glick wellfield improvements, service area 11B utility expansion, and some trail and miscellaneous paving projects. Ordinance 2024-42 passed 7-0 on a roll call vote for first reading. Councilman Klinker moved to set a public hearing on Monday, October 7, 2024 @ 6:02pm, Councilwoman Nargi seconded. Motion passed by unanimous voice vote. Ordinances for Second Reading The Clerk read Ordinance 2024-33 (An Ordinance To Vacate A Portion Of The Public Right-A- Way In The City Of Lafayette, Indiana) by title on second and final reading. Councilmember Downing moved for passage; Councilmember Weast-Williamson seconded. Brad Neely, RTS Law, spoke regarding this Ordinance. Brad explained the purpose of this vacate was to allow the children that attend the church’s daycare service to have more safe crossing into the daycare. Ordinance 2024-33 passed 7-0 on a roll call vote for second and final reading. The Clerk read Ordinance 2024-34 (An Ordinance Amending Certain Section Of The Title 10- Animals) by title on second and final reading. Councilmember Brown moved for passage; Councilmember Ahlersmeyer seconded. Jacque Chosnek, City Attorney, spoke regarding this ordinance. She informed how Lafayette, Tippecanoe County, and West Lafayette all had been collaborating to update our animal control ordinances and she shared some of the updates. Ordinance 2024-34 passed 7-0 on a roll call vote for second and final reading. The Clerk read Ordinance 2024-35 (An Amendment to Ordinance No. 2010-11 Establishing a Local St. Mary’s/1302 South St. Historic District in the City of Lafayette, Indiana) by title on second and final reading. Councilmember Weast-Williamson moved for passage; Councilmember Downing seconded. Dennis Carson, Economic Development Director, spoke regarding this Ordinance and gave the council the opportunity to ask any questions. No questions were heard. Ordinance 2024-35 passed 7-0 on a roll call vote for second final reading. The Clerk read Ordinance 2024-36 (An Amendment to Ordinance No. 2010-11 Establishing a Local Ellsworth/717 Columbia St. Historic District in the City of Lafayette, Indiana) by title on second and final reading. Councilmember Klinker moved for passage; Councilmember Nargi seconded. Dennis Carson, Economic Development director, gave council the opportunity to ask questions about this Ordinance. No questions were heard. Ordinance 2024-36 passed 7-0 on a roll call vote for second reading. The Clerk read Ordinance 2024-37 (An Amendment to Ordinance No. 2010-11 Establishing a Local Perrin/Cason St./204 Tinkler St. Historic District in the City of Lafayette, Indiana) by title on second and final reading. Councilmember Reynolds moved for passage; Councilmember Brown seconded. No comments and questions were heard. Ordinance 2024-37 passed 7-0 on a roll call vote for second and final reading. The Clerk read Ordinance 2024-38 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Perrin North Historic District in the City of Lafayette, Indiana) by title on second and final reading. Councilmember Weast-Williamson moved for passage; Councilmember Downing seconded. No comments or questions were heard. Ordinance 2024-38 passed 7-0 on a roll call vote for second and final reading. The Clerk read Ordinance 2024-39 (An Amendment to Ordinance No. 2010-11 Inclusion of Certain Property in the Local Centennial Historic District in the City of Lafayette, Indiana) by title on second and final reading. Councilmember Klinker moved for passage; Councilmember Nargi seconded. Steve Snyder, Council President, asked that if these were all volunteering and he was answered with yes. Ordinance 2024-39 passed 7-0 on a roll call vote for second and final reading. Reports of Standing Committees Reports of Special Committees Report by the Mayor: Miscellaneous or New Business President Snyder requested a motion to set a public hearing for 2025 Lafayette City Budget and 2025 GLPTC Budget on Thursday, October 10th at 5:00 pm in the Council Chamber. Councilmember Reynolds moved to set public hearing; Councilmember Ahlersmeyer seconded. Motion passed by unanimous voice vote. Public Comment: Tyler Beach, 823 Park East BVLD Lafayette, IN, stated he wanted to address the city about the conduct of the county and law officials and medical staff and medical professionals within the mental health facilities. James Faurote, 122 Detchon Ct. brought up concerns about safety in certain areas and apartments in the city. Councilmember Klinker moves to adjourn. Councilmember Reynolds seconded.
