LAFAYETTE HISTORIC PRESERVATION COMMISSION Historic Preservation Commission Minutes February 25, 2013 7:00 PM Council Chambers Attendance: Kurt Wahl, Julie Ginn, Scott Gilkey, Dick Nagel, Steve Meyer, Carrie Janney, Gale Payne Staff: Aimee Jacobsen, Dann Keiser Seeing a quorum Commission President Kurt Wahl called the meeting to order at 7:00 pm. Approval of Minutes Steve moved to approve the minutes from the January 28, 2013 meeting. Carrie seconded. The motion passed 7-0 Committee Reports Public Relations Committee The Public Relations Committee had not met prior to the meeting. District Committee The District Committee had not met prior to the meeting. COA Committee Dick reported the committee met on February 20th to review the 117 N. 5th Street Lahr proposal to restore more windows at the Lahr Apartments. It is the same type of work they have done in the past, window restoration not replacement. Dick asked Alex Tessmer if he had any additional information about the specifics of the application. Alex said they budgeted for 44 windows, but now the owners are planning to sell the building. They now want to look at the building as a whole, rate all of the windows 1 to 5 with 5 being the worst, and possibly just fix the ones with the higher rating. Dick stated that in the interest of time, the COA Committee recommends to the Commission that they approve the 44 as submitted with the intention to have the applicant come back and request an amendment to the COA and adjust the timeline and number of windows after they have determined those details. COA Requests 117 N. 5th Street – Window Restoration Alex stated that Kimberly Clark, Sterling and Lahr staff will be meeting at end of month to assess all of the building windows. They intend to repair the windows that are extremely damaged and then sell the building. Kimberly Clark is in the process of selling all of their buildings they own. Dick stated that with that information, the COA Committee recommends approval. Kurt entertained a motion. Dick moved to approve the COA request as submitted. Julie seconded. Discussion ensued. Steve asked for clarification. He asked Dick if the committee would recommend amending the COA request at this time, to allow for them to repair all of the windows after additional consultation with staff. Dann stated he had some concern with the Commission approving the renovation of all of the windows at once because the windows are different types and some may need special attention. Dick stated that the Committee felt the Commission would act quickly to amend the COA once they had the details from the owners. Alex said will have a much better idea of exactly what they are requesting after they have the meeting at the end of the month. The owners want the approval to go forward to get the process started and come back for an amendment to specify which windows. He wants to narrow the window down to an exact number with exact locations. Steve asked if the motion could specify up to 74 windows so the owners won't have to come back for an amendment. Scott asked who would be doing the work. Alex said Pat McPeak will be doing the work. Scott said he is confident that company will do a good job because they did previous work on the building while he worked there. Alex stated that they understand the reason for keeping the historical value and integrity of the building. Dick said he is comfortable working with the existing owners rather than the new buyers that may not understand the importance of repairing rather than replacing in whole. Kurt asked Dann if he had any additional input. Dann stated that after they do their initial walk-through, and highlight which different windows they are repairing, the applicant needs to let staff know exactly what is being done. The applicant needs to talk with the contractor and make sure they are aware the work must comply with the Secretary of Interior standards, where it's either wood restoration with epoxy or where wood members are so deteriorated, they are replaced with in kind lumber. Steve amended the motion to read up to the 74 windows. Dick seconded the amendment. All were in favor of adding the amendment. The vote was unanimous in favor of the motion as amended. No other discussion. Staff Report Aimee stated she had set up a regular schedule for the COA Committee to meet at 3 pm on the Wednesday prior to the Commission meetings if there are COA requests to consider. Public Comments There were none. Adjournment With no further business Caroline moved to adjourn the meeting at 7:25 pm. Dick seconded. The meeting was adjourned at 7:25 pm. The next meeting for the Lafayette Historic Preservation Commission is scheduled for Monday, March 25, 2013 in the Council Chambers, Lafayette City Hall.
