LAFAYETTE HISTORIC PRESERVATION COMMISSION Historic Preservation Commission Minutes March 25, 2013 7:00 PM Council Chambers Attendance: Kurt Wahl, Julie Ginn, Scott Gilkey, Dick Nagel, Ellie Haan, Rick Schwarz Staff: Aimee Jacobsen, Jennie Peterson Seeing a quorum Commission President Kurt Wahl called the meeting to order at 7:05 pm. Approval of Minutes Ellie moved to approve the minutes from the January 25, 2013 meeting. Julie seconded. The motion passed 5-0 Committee Reports Public Relations Committee The Public Relations Committee had not met prior to the meeting. District Committee The District Committee had not met prior to the meeting. COA Committee 400 Main Street (Modification to storefront to install ATM machine) Rick reported the committee met on March 20th to review the 400 Main Street Salin Bank proposal to add an ATM to the south side of the building. He stated the committee had a couple concerns. Rick stated that the committee requested that the owners try to save the glass so it could be replaced after the ATM was removed and the owners agreed to that. The committee asked that the owner propose colors for the Alucobond material and also provide more details about the recess of the ATM machine as well as the placement and seams that would show with the Alucobond. In addition, they discussed the demolition of an existing drive-through at 222 North 5th Street to be replaced by a kiosk. Rick stated the owners will be requesting that at a later date. Rick made a motion to accept the COA. Dick seconded. Discussion followed. Ellie stated the Commission needed more information about what it is going to look like. COA Requests 400 Main Street (Modification to storefront to install ATM machine) John Risser presented a drawing of the proposed ATM installation rendering. He stated they plan to use black aluminum panels. The installation will include one dry horizontal seam in the middle (no caulk joint needed). Top and bottom panels are separate, but will be flashed so caulk will not be needed. The rendering proposed with the application was not correct. It will only have the one joint. Ellie expressed concern about the width of the panels in relation to the sill. John stated that the existing sill will stay in place. John stated they could either use dark grey or black. Dick stated that he would prefer black. The Commission questioned how far the ATM will protrude. Robin Walker stated the Salin Bank surround will protrude 2 – 4 inches. Ellie made a motion to approve the application with the amendment to the COA to save the window, use black Alucobond, retain the sill, and impose a condition that when Salin Bank removes the ATM, they must reinstall the window that is being removed. Dick seconded. The vote was unanimous. 222 North 5th Street demolition. Kurt stated he wants the Commission to consider the COA for both the demolition and the replacement kiosk before taking any action. The next COA application deadline is April 15th. Staff Report Update on 117 North 5th Street Window Restoration COA approved at the 2/25/13 meeting. Aimee stated that she had not heard anything from the owners or management yet concerning the status of the window restoration plans. Public Comments There were none. Adjournment With no further business Dick moved to adjourn the meeting at 7:25 pm. Rick seconded. The meeting was adjourned at 7:25 pm. The next meeting for the Lafayette Historic Preservation Commission is scheduled for Monday, April 29, 2013 in the Council Chambers, Lafayette City Hall.
