Historic Preservation Commission Minutes August 28, 2017 7:00 p.m. Lafayette City Hall – Board of Works Room Commission Members in Attendance: Kurt Wahl, John Burns, Julie Ginn, Kevin Klinker, Shawna McCully, Patricia Morgan, Sean Lutes, Glen Vick Absent: Scott Gilkey Staff in Attendance: Dann Keiser, Historic Preservation Officer; Dennis Carson, Director of Economic Development Absent: John Collier, Assistant Director of Economic Development Guests: Theresa Buckley, Nate Gustus, Elizabeth Mork Noting a quorum, President Kurt Wahl called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. Approval of July 31, 2017 Minutes Kevin Klinker moved to recommend approval of the minutes of the July 31, 2017 meeting, Julie Ginn seconded. Vote: motion passed unanimously. New Business Public Relations Committee report No report was made by the Public Relations Committee. District Committee report No report was made by the District Committee. COA Committee report Kurt Wahl reported that the COA Committee met on at 3:00 pm on Wednesday, August 23, 2017 and three COAs were discussed including 501 Main Street, 638 Main Street, and 644 N. 7th Street. All three were forwarded to the full Historic Preservation Commission with positive recommendations. 501 Main Street Kurt Wahl introduced the COA application for 501 Main Street. Theresa Buckley, owner of the business (Bistro 501) was present to discuss the COA with the Commission. This request is for two individual awnings on the west (5th Street) side of the restaurant. The southernmost awning, which is actually made up of three separate awnings, will match the awning over the Lahr House Apartments entrance immediately to the south. There will be no vertical supports for this awning and will be the same color (black) and material as the Lahr House awning. (Note: the sign portion of this awning application was approved separately by staff.) The second, and larger of the two awnings, will be 33 feet long and cover the existing sidewalk café adjacent to the building and will include 4 posts to support the awning, similar to the awning at the Nickerbocker Saloon just south of this project. The color and material will be the same as the other awning. Mr. Wahl asked if Dann Keiser had any issues with the awning. Mr. Keiser stated that the area they’re covering is not typical, but it breaks up the faced by making it two awnings which is good as it allows for the pilaster to be visible. Mr. Keiser also clarified that the anchors will be attached to mortar joints. It was clarified that the awning will be up year round and is removable for cleaning. The COA Committee recommended approval at its meeting last week. Mr. Wahl for any comments from the public, but there were no comments. Kevin Klinker moved to recommend approval of the COA for 501 Main Street, Glen Vick seconded. Vote: motion passed unanimously. 638 Main Street Kurt Wahl introduced the scope of this COA application which includes modification of two existing exterior doors that were “temporary” doors installed for the past several months. (Note, the doors were installed without a COA and the building owner, Nate Gustus, was notified that the installed doors were done so without a COA which is in violation of the Ordinance. Consequently, this COA is being submitted to address the violation.) The applicant, Mr. Gustus, will modify the existing doors as a permanent solution and his COA application included photos of the original doors that showed a three-quarter glass window for the main business door and a half glass window for the apartment door, but that door was not original. The stops or molding that holds the glass in place will match the existing door. The new doors will both be modified to include new three- quarter glass installed and the doors will be painted. Mr. Wahl asked for comments from Dann Keiser who had no issues or concerns as long as new doors are similar in size and profile of the original doors. Hardware for the doors was submitted with the COA as well. The COA Committee recommended approval of the COA. Kevin Klinker moved to recommend approval of the COA for 638 Main Street, John Burns seconded. Vote: motion passed unanimously. 644 N. 7th Street Mr. Wahl introduced the third COA application of the evening for installation of a wood picket fence in the backyard of 644 N. 7th Street owned by Elizabeth Mork who attended the meeting to address any issues. The fence is a picket-type fence with gothic style pickets. The fence will run from the southwest corner of the house to the northeast corner of the garage and will have two gates installed; one for pedestrians, one for a vehicle.The fence is barely visible from the street and will be cedar and not painted. Dann Keiser had no concerns with the fence. The COA Committee has recommended approval. Julie Ginn moved to recommend approval of the COA for 644 N. 7th Street, Sean Lutes seconded. Vote: motion passed unanimously. Staff Report Mr. Carson stated that he had no report for this month. Additional Discussion Item Due To Unforeseen Circumstances and a Safety Concern Public Comment/ Adjournment President Kurt Wahl asked for additional comments from the public; there were none, Kevin Klinker made a motion to adjourn the meeting.
