Historic Preservation Commission Minutes September 25, 2017 7:00 p.m. Lafayette City Hall – Board of Works Room Commission Members in Attendance: Kurt Wahl, John Burns, Julie Ginn, Shawna McCully, Sean Lutes, Glen Vick Absent: Kevin Klinker, Patti Morgan Staff in Attendance: Dann Keiser, Historic Preservation Officer; John Collier, Assistant Director of Economic Development Guests: Brendan Betz of 9th St. Hill Association, Emily Colombo of Greater Lafayette Commerce, Antone Sgro of KJG Architecture Noting a quorum, President Kurt Wahl called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. Approval of July 31, 2017 Minutes Glen Vick moved to recommend approval of the minutes of the August 28, 2017 meeting with a correction to a Scrivener’s error. John Burns seconded. Vote: motion passed unanimously. Election of Officer Commissioner Scott Gilkey, who served as Secretary of the Commission, submitted his resignation via a letter on September 15, 2017 due to other commitments. Consequently, a new Secretary must be selected. President Wahl asked if anyone was interested in the position and Glen Vick volunteered to be nominated. Sean Lutes moved to elect Glen Vick as the Commission Secretary. Julie Ginn seconded. Vote: motion passed unanimously. New Business Public Relations Committee report No report was made by the Public Relations Committee. District Committee report No report was made by the District Committee. COA Committee report Kurt Wahl reported that the COA Committee met on at 3:00 pm on Wednesday, September 20, 2017 and four COAs were discussed including 602 N. 5th Street, 337 Columbia Street, 114 S. 6th Street, and 122 S. 9th Street. All four applications were forwarded to the full Historic Preservation Commission with positive recommendations from the COA Committee. 602 N. 5th Street Kurt Wahl introduced the COA application for replacement windows at 602 N. 5th Street. The owner, Michael Hunt, was not present but submitted a very thorough application with a detailed explanation and images for reference. Mr. Wahl reviewed the application which includes replacement of the existing 6 panes over 6 panes double hung windows, which have serious decay, with custom made 6 panes over 6 panes with single thickness glass made from heartwood of yellow poplar. Mr. Hunt also intends to have wood sash storm windows constructed with single thickness glass panes as well. Pressure treated and kiln dried after treatment southern yellow pine will be used to fabricate the storm windows. Dann Keiser agreed that the proposed custom windows would be appropriate for the Greek Revival style house. John Burns moved to recommend approval of the COA for 602 N. 5th Street. Julie Ginn seconded. Vote: motion passed unanimously. 337 Columbia Street Kurt Wahl introduced the scope of this COA application which includes replacement of existing glass block windows and storefront windows and door on the 4th Street (east) side of the Greater Lafayette Commerce (GLC) Building at 337 Columbia Street and masonry cleaning of the entire building as part of a major building renovation project. Emily Colombo from GLC staff and Antone Sgro, architect from KJG Architecture were in attendance. The existing windows will be replaced with new black aluminum, anodized aluminum frames with clear glass. Mr. Wahl pointed out that during the COA Committee meeting the depth of the reveal was discussed and it was suggested that the a 5/8” reveal be used instead of the 1-1/2” reveal that is shown on the drawings to be more consistent with the reveal of the original windows. Dann Keiser pointed out that the mullions of the new windows appear to align with the original windows that are shown in the 1927 image of the building that was included in the COA application. The historic photo shows the side panes are narrower than the middle pane of the windows. Mr. Keiser also pointed out that the existing glass block windows are not original based on photo-documentation. A question was asked about whether or not the existing can lights on the 4th Street side of the building will be removed. Mr. Sgro was not sure if they were scheduled to be removed and if so, he wasn’t sure whether or not new lights would be installed. It was clarified that if new lights are to be installed that GLC should come back to the Commission for review/approval. Masonry cleaning practices are consistent with Secretary of Interior standards. Julie Ginn moved to recommend approval of the COA for 337 Columbia Street, John Burns seconded. Vote: motion passed unanimously. 114 S. 6th Street Mr. Wahl introduced the third COA application which includes demolition of an existing porch and replacement of a new porch columns, steps and handrail at 114 S. 6th Street. The existing roof, rafters and fascia board will be kept in place. The project involves replacement of 4 columns and 2 pilasters on the façade of the house. Once the size of the post is determined and approved by the City Engineer’s office, then the posts will be wrapped with ¾ inch smooth cedar. Depending on the structural requirement from the City Engineer’s office, the finished column will likely either be 6” x 6” or 8” x 8”.A new column base and capital will be installed as well. The porch will be tongue and groove decking installed perpendicular to the building façade. Lattice material will be installed on the edges of the new porch under the deck. The Commission did not feel that the fan-shaped embellishments at the top of the columns were appropriate and the contractor and owner’s representative, Tim Keesee, agreed to remove them at the COA Committee meeting. Details of the column capital and base, wood steps and handrail were to be provided at this meeting but Mr. Keesee was not in attendance. Consequently, there are still some design elements that are unresolved until the applicant submits them for review. Given the lack of details, a motion to table the discussion was requested, but no motion was made. The Commission discussed and agreed to ask the applicant to provide required details to Dann Keiser to review and if Dann approves then approval can be given and he would not have to come back to the Commission for approval next month. John Burns moved to recommend approval of the COA for 114 S. 6th Street pending review and approval of the missing details listed above by the Historic Preservation Officer. Sean Lutes seconded. Vote: motion passed unanimously. 122 S. 9th Street Mr. Wahl presented information on a replacement window for the back (west) side of 122. 9th Street. The existing window opening is boarded up. The applicant, Annette Marie, was not available to attend the meeting. The application included unit sections of a Pella Architect Series Reserve window but it did not provide details on the mullions. While the applicant stated in phone conversations that the new window would match the existing window on the back side of the house, the Commission has no documentation to confirm that. Consequently, the Commission decided to provide conditional approval by asking the applicant to provide a cut sheet from Pella showing the mullion detail to confirm that it will match the existing window. If the requested information is received and approved by Dann Keiser, then the COA will be approved. Julie Ginn moved to recommend conditional approval as stated above for the COA for 122 S. 9th Street. Shawna McCully seconded. Vote: motion passed unanimously. Staff Report Mr. Collier reported that he submitted the annual Certified Local Government (CLG) Report to the Indiana Department of Historic Preservation and Archeology. He thanked the Commissioners for attending education sessions this past year as continuing education by the Commissioners is a requirement to maintain CLG status. Public Comment/ Adjournment President Kurt Wahl asked for additional comments from the public; there were none, Glen Vick made a motion to adjourn the meeting. John Burns seconded.
