LAFAYETTE � � MINUTES OF THE LAFAYETTE HISTORIC PRESERVATION COMMISSION February 26, 2024 7:00 pm Council Chambers, City Hall Attendance Commission Members: Ann Amato, John Burns, Kevin Klinker, Sean Lutes, Shawna Mccully, Stephanie Rogers, Annie Schap, Alec Williams Absent: Julie Ginn Staff in Attendance: Michelle Conwell, Economic Development; John Collier, Economic Development; Dann Keiser, Historic Preservation Officer Guests: May Mills Call to Order Noting a quorum, President Sean Lutes called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. John Collier introduced new commission member, Annie Schap to fill the vacancy on the Commission. Approval of the Minutes John Burns moved to recommend approval of the January 29, 2024 meeting minutes. Ann Amato seconded the motion. The motion passed unanimously. New Business Public Relations and Education Committee: No report District Committee: Jefferson/1012-1018 North St. Conservation District John Collier presented a petition from two adjacent properties belonging to property owners, John Copeland and Gail Thayer-Copeland. The westernmost structure at 1012-1014 North St. is an American 4-Square duplex, built in about 1910 and is rated as Contributing, and 1018 North St., at the NW corner of 11th and North St., is an Italianate style, built in 1869 and rated as Notable. Historic Preservation Officer, Dann Keiser, stated that it appears both have retained much of their historic character. He believes they warrant designation as a Conservation District. Kevin Klinker made a motion to recommend approval of the petition, Ann Amato seconded. The motion passed unanimously. Local Hilltop/1008 Kossuth St. Historic District John Collier presented a petition from Alec Williams for designation of 1008 Kossuth St. as the new Local Hilltop/1008 Kossuth St. Historic District. The structure is a bungalow built in about 1915 and rated as Contributing. Historic Preservation Officer, Dann Keiser, stated that it appears the house retains much of its historic character to merit local designation. Kevin Klinker made a motion to recommend approval of the petition, Shawna Mccully seconded. The motion passed with Alec Williams abstaining.  COA Committee: 1109 South Street John Collier gave an overview of the COA application for 1109 South St. - replacement of the siding on the 3rd floor of the house and introduced the owner, May Mills, to address the COA application and answer any questions. The existing 3rd floor siding, an asphalt material, is deteriorating and in need of replacement. The COA application proposed an insulated, embossed metal siding with a pattern that mimics a thin-coursed faux limestone in a running bond. Mrs. Mills mentioned that the product is manufactured by Dura-core. There was considerable discussion about this material and while there is no photographic evidence of the original siding on the third floor The third floor is not original and is believed to have been added in the 1920s following a structure fire. The owner brought in a remnant piece of a metal (brass} panel with a man's face embossed in the center and a hammered finish on the rest of the panel, that the owner believes was the original siding material following reconstruction of the third floor after the fire. The owner stated that the embossed metal siding material proposed is available in many patterns and colors. Mrs. Mills shared a handful of color chips for consideration. Commission members didn't feel that the faux limestone pattern included in the COA application was appropriate, but that another pattern, perhaps a standard grid pattern with either a stacked or alternate joint pattern of approximately 15-18" tall by approximately 24"-30" wide with a hammered finish would be acceptable. Dann Keiser stated that he didn't feel a limestone color was appropriate and that a brick color would be more consistent with Secretary of Interior standards. The Commission members discussed the color and agreed that a lighter color (like a limestone color} would be acceptable. Of the color samples provided by May Mills, the Commission felt that the Pittsfield Buff color was most consistent with a limestone color. Because an actual sample of the proposed siding material was not available, Mrs. Mills was encouraged to get an actual sample of the material or provide a product specification or product information sheet from the manufacturer for the staff to review before making the final purchase of the material needed for the project. Mrs. Mills was made aware that the product must match the material, dimension range and color described above for the siding product to be approved. Consequently, John Burns made a motion to recommend approval of the application with the condition that the new material matches the product, dimension range and color described above. Stephanie Rogers seconded. The motion passed unanimously. Staff Report: John Collier made the Commission aware of upcoming temporary sculpture installations throughout the community as part of project sponsored by the Art Museum of Greater Lafayette. At last week's COA Committee meeting, Scott Frankenberger, representing the Art Museum of Greater Lafayette, gave an overview of the project to temporarily display several sculptures by Indiana artist, Robert Pulley in a handful of locations throughout the Lafayette-West Lafayette area from April - September, including three sites within local historic districts. Because three of the sculptures are proposed to be displayed within local historic districts, Mr. Collier wanted to make the Commission members aware so that they wouldn't be surprised when installation begins in April. Since the sculptures will be temporary, neither a COA nor a vote is not required. Public Comment No public comments were received. Adjournment There being no further business to bring before the Commission, Kevin Klinker moved to adjourn the meeting. John Burns seconded the motion.
