LAFAYETTE � � MINUTES OF THE LAFAYETTE HISTORIC PRESERVATION COMMISSION March 25, 2024 7:00 pm Council Chambers, City Hall Attendance Commission Members: Ann Amato, Kevin Klinker, Sean Lutes, Shawna Mccully, Stephanie Rogers, Annie Schap, Alec Williams Absent: John Burns, Julie Ginn Staff in Attendance: John Collier, Economic Development; Myles Holtsclaw, Community Development Manager; Dann Keiser, Historic Preservation Officer Guests: Gino Christofenelli, Lindsey Bradley Call to Order Noting a quorum, President Sean Lutes called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. Approval of the Minutes Stephanie Rogers moved to recommend approval of the February 26, 2024 meeting minutes. Kevin Klinker seconded the motion. The motion passed unanimously. New Business Public Relations and Education Committee: No report District Committee: No report COA Committee: Main St. between 6th-7th Streets- Overhead String Lights Myles Holtsclaw presented an application on behalf of the Economic Development Office in response to feedback from the Downtown Lafayette Business Owners Association. The string lights would be connected to existing streetlight poles, similar to the installation of overhead string lights on Main St. between 10th and 11th Streets. Dann Keiser feels that the installation would be inconsistent with the Secretary of Interior Standards since the installation is intended to be permanent and there is no documentation that string lights existed in this location previously. The Commission members feel that although the installation is intended to be permanent, they do not negatively affect the streetlight poles to which they are attached and can be easily removed if they are a problem in the future. Ann Amato made a motion to recommend approval of the petition, Shawna Mccully seconded. The motion passed unanimously. Alley between 638-640 Main St. - Overhead String Lights Sean Lutes presented an application for overhead string lights in the alley between 638 and 640 Main St. This application also involves the installation of a public art panel to be anchored into the mortar joints of the side wall of  638 Main St. similar to previous art installations in that same alley. The string lights over the alley will also be anchored into mortar joints of the two adjacent buildings. Dann Keiser feels that the installation is inconsistent with the Secretary of Interior Standards since the installation is intended to be permanent and there is no documentation that string lights existed in this location previously. As with the previous COA application for string lights over Main St., the Commission members feel that although the installation is intended to be permanent, they do not negatively affect the streetlight poles to which they are attached and can be easily removed if they are a problem in the future. Alec Williams made a motion to recommend approval of the petition, Kevin Klinker seconded. The motion passed with Sean Lutes abstaining. Staff Report: No report Public Comment Gino Christofenelli and Lindsey Bradley asked about the demolition of 831 N 12th Street. Mr. Collier stated that the property is not within a designated local historic district, so the only requirement is for a 60-day waiting period which the Board of Works approved. During this waiting period, options to try to save the structure can be pursued. Adjournment There being no further business to bring before the Commission, Kevin Klinker moved to adjourn the meeting. John Burns seconded the motion.
