JOINT PURCHASING BOARD March 21, 2014 The Joint Purchasing Board met on Friday, March 21, 2014 at 10:00 am in the Board of Public Works and Safety room, 20 North 6th Street, Lafayette City Hall. Present were: Tom Murtaugh, Cindy Murray and Jennifer Weston. Absent: Mayor Roswarski Also present were: Rick Morrissey, City of Lafayette Purchasing Manager Mr. Murtaugh called the meeting to order. APPROVAL OF THE MINUTES Mrs. Murray moved for approval of the minutes from the March 17, 2014 meeting. Mrs. Weston seconded. Motion carried. NEW BUSINESS Discussion on Road Salt Mr. Morrissey stated that he received feedback from each of the participating agencies on the road salt bid. Some of the agencies want to stay with the State Bid and some of them would like to have a public sealed bid. The agencies that Mr. Morrissey is speaking of Tippecanoe County, City of Lafayette, City of West Lafayette, Shadeland and Battleground all participate in the road salt bid together. Mr. Morrissey reminded the Board that if they go with the State Bid they have from March 24-April 11, 2014 to make a commitment to the State of Indiana. If the commitment is made to the State of Indiana they can’t change and go with the sealed bid process. Mr. Morrissey stated that he spoke with a representative at IDOA and they cannot exclude Detroit Salt from bidding and they will go with the lowest bid regardless of who that ends up being for each district. The IDOA also let Mr. Morrissey know that they will consider the changes that he proposed to them regarding the delivery day change and the amount for liquidated damages, but that information will not be available until the state bid specifications are made. Discussion ensued. Mr. Morrissey spoke with Dan Crowell, Lafayette Street Commissioner, who suggested all the agencies involved in the road salt bid should find a large storage facility for everyone to house their overflow/bulk salt in for a stockpile. Mrs. Murray moved to stay with the State Bid. Mrs. Weston seconded. Motion Carried. Discussion ensued regarding liquidated damages for the 2013-2014 winter salt storage and the changes made to the State contract. PUBLIC COMMENT There was none. With no further business to come before the Board, Mrs. Murray moved to adjourn. Mrs. Weston seconded. Motion carried.
