President Angela Vinson opened the meeting of the Lafayette Parking Commission. Approve minutes of the October 16, 2012 meeting Ken McCammon moved to approve the minutes for the October 16, 2012 meeting. Cindy Murray seconded. The motion passed. Request for change in parking at 1513 Cincinnati Street Lisa Halsema spoke on behalf of her request for two handicap spaces in front of her house. In order for her son to safely board the special needs school bus, the spaces in front of her house need to be vacant. Residents of the apartment complex across the street continually use those spaces and block the bus from safe access, especially during inclement weather. The Parking Commissioners received a letter from the owner of the apartments arguing against the request to restrict parking spaces due to the awkward alignment of streets and the already limited amount of parking to the area. After discussion of possible solutions, Jim Terry moved to create a limited no parking zone for the two spaces in front of 1513 Cincinnati Street for times between 6-8 am and 3-5 pm Monday through Friday. Cindy Murray seconded. The motion passed. Request for change in parking at 1808 Thompson Street Bonnie Payne spoke on behalf of her daughter and grandson who live at 1808 Thompson Street and have need of a handicap parking space in front of their house. Since neighbors continually park in the space in front of the house, wheelchair accessibility for the grandson is usually compromised. After confirming possession of a handicap sticker, and acknowledging the understanding that any car with such a sticker was eligible to use that space, the petitioner agreed to one handicap space. Cindy Murray moved to grant a handicap parking space in front of 1808 Thompson Street. John Christodoulakis seconded. The motion passed. Approve minutes of the January 28, 2013 meeting Ken McCammon moved to approve the minutes for the January 28, 2013 meeting. Cindy Murray seconded. The motion passed. Request for change in parking at 14011 Cincinnati Street No petitioner was present to make this request to the Lafayette Parking Commission. Jim Terry moved to table the request. Cindy Murray seconded. The motion passed. The issue will be reviewed when the petitioner is present. Request for change in parking on Kensington Drive The petitioner was not present for this request. However, William Grupe, a resident of the neighborhood, explained the history of the parking changes, the current situation, and made suggestions for improved conditions at the Glen Acres Elementary School. After discussion, Ken McCammon moved to table the request in order to have further conversations with the school and the Glen Acres Neighborhood Association. John Christodoulakis seconded. The motion passed. The Commissioners suggested that Mr. Grupe submit a new request to remove the no parking zone in front of his house. Request for change in parking at 632 Main Street No petitioner was present to make this request to the Lafayette Parking Commission. Jim Terry moved to table the request. John Christodoulakis seconded. The motion passed. Annual Review of Special Parking Zones in Downtown and Residential Handicapped Zones Dan Walker reported that he had not received any formal requests for removal of any of the special parking spaces downtown. Only one recipient of a handicapped space responded to have their handicap space removed. The businesses that did not respond to the initial inquiry will be re-contacted by mail or personal visit. That report and recommended actions will be presented at the July 15, 2013 meeting of the Lafayette Parking Commission. John Christodoulakis moved to accept the annual review until its completion. Director’s Report Dennis Carson reported that as a result of the discussions from this meeting that he would be pursuing contact with the Glen Acres Elementary School and with the Glen Acres Neighborhood Association. Approve minutes of the April 15, 2013 meeting Cindy Murray moved to approve the minutes for the April 15, 2013 meeting. John Christodoulakis seconded. The motion passed. No Parking Request at Kensington Drive Megan Hatke, principal for the Glen Acres School, presented the request for no parking zone on the northeast side of the school from Kimberly Drive to the north entrance of Kensington Court on the west side of the street. Her request arises out of unsafe conditions during the times that parents are picking up students. Any parked vehicle becomes a point of confusion and potential hazard. After discussion, the consensus focused on parking restrictions at designated times when school was in session which would open the parking for residents in the area to park on weekends and during the summer. John Christodoulakis moved to amend the request to no parking for the same area but only on school days between 1:00 pm and 3:00 pm. Cindy Murray seconded. The motion passed. Request for 30-minute loading zone at 632 Main Street Barry Rubin, speaking for City Foods, presented the request for a loading zone in front of the store at 632 Main Street. (Ken McCammon, who is a member of the City Foods board, asked to be recused from the discussion and from the vote regarding the request.) Discussion focused on the difference between a 20 minute parking zone and a 30 minute loading zone, the existing loading zone for First Class Clutter, and whether there was necessity for two loading zones on the same section of Main Street. After the advantage to both the public and the store was clearly demonstrated, Jim Terry moved to approve the request for a 30-minute loading zone. Cindy Murray seconded. The motion passed. (Ken McCammon abstained from the vote.) Request for a handicap space at 1207 Cincinnati Street Kimberly Thompson, the petitioner, was not present. A neighbor at 1201Cincinnati Street said that he was opposed to having any change to the parking at that space. Cindy Murray moved to table the request due to the absence of the petitioner. John Christodoulakis seconded. The motion passed. Request for a handicap space at 3648 Lansing Court Audry Seagal, resident at 3648 Lansing Court, presented the difficulty of her parking situation as a handicapped person. She drives a Tippecanoe School Corporation bus which she parks in her driveway out of courtesy to her neighbors. That leaves her the space in front of her drive for her own vehicle. Due to her handicap, she needs to be able to access either the bus or her car at a minimum distance from her house, especially during the winter. She believed that neighbors were intentionally parking and leaving their vehicles at the space in front of her home. Dan Walker reported that two neighbors had called the Economic Development office in opposition to the request. Discussion focused on the difficulty created by limited frontage of parcels in a cul-de-sac, especially if residents have more than one vehicle. John Christodoulakis moved to grant the request for handicap space at 3648 Lansing Court. Jim Terry seconded. The motion passed. Request for removal of a No Parking Zone at 1217 Kensington William Grupe presented the request to remove the no parking zone in front of his house at 1217 Kensington. This request is directly related to the Glen Acres School request considered earlier this meeting. Restoring the parking on the east side of Kensington, grants him the ability to park and not block the traffic coming to the school for student pick-up by parents. Cindy Murray moved to remove the no parking zone at 1217 Kensington. Jim Terry seconded. The motion passed. Request for no parking on the south side of Union Street to allow for a bike lane Jenny Leshney, city engineer, presented the proposed project to resurface and add curbs for Union Street from 18th Street to the Wabash River. Removing the parking along that route will allow the project to add bike lanes, control the weaving of traffic, and produce a safer corridor for both bicycles and automobiles coming from West Lafayette. During the discussion, maps of the proposal were displayed for the public to view. Weston Waboner and Ali Darbro, residents on Union Street at the 9th Street intersection, spoke against the request to remove parking because it would create an inconvenience to their in a high volume traffic area. Additional comments regarding safety, existing parking conditions that currently impose limitations on residents, traffic congestion during high volume commute times, and width of proposed route were expressed and discussed. Jenny Leshney, city engineer, commented that adding bike lanes is part of the Lafayette Trails Master Plan which has held several public meetings over a two and a half year period. The Union Street improvement is the first of several projects where bike lanes will be added within the existing right-of-way. No one spoke against the proposal of establishing a bike lane. Cindy Murray moved to approve the request for no parking on the south side of Union Street. John Christodoulakis seconded. The motion passed. Jenny Leshney also commented that this is only the first stage of the open public meetings for the project. Additional meetings in the future will allow for more discussion. Request for bike stall in the parking space at 123 N 8th Street Margy Deverall, city planner, presented the request for the bike stall in the parking space at 123 N. 8 th Street. The placement of the bike stall was determined by reviewing the 2010 parking study which followed the parking patterns of 350 parking spaces in the downtown. The space on Main Street next to 123 N 8th looked the most reasonable to accommodate the bike stall and would remove one parking space on Main Street. Discussion included a letter from a citizen suggesting other spaces for the stall. After reviewing the conditions most favorable for the 18 foot long stall which would hold 14 bicycles in a 22 foot parking space, Ken McCammon moved to approve the request for the stall to be placed in the parking space at 123 N. 8th Street. Cindy Murray seconded. The motion passed. Follow up on Annual Review of Special Parking Zones in Downtown and Residential Handicapped Zones Dan Walker reported that the special parking zones at City News and Operation Ink could be returned to their original zone requirements. Jim Terry moved to accept the Annual Review and its recommendations. John Christodoulakis seconded. The motion passed. Director’s Report Dennis Carson reported that the third party parking enforcement by Denison Parking was a five year contract and that this contract will expire on December 31st of this year. A special meeting to discuss and present the choices available to the city may be required in the coming months. Public Comment and Adjournment Ken McCammon asked for any comment from the public. Angela Vinson opening the meeting of the Lafayette Parking Commission Approve minutes of the July 15th, 2013 meeting Cindy Murray moved to approve the minutes of the July 15th Parking Commission meeting. John Christodoulakis seconded. The motion passed. Handicapped Space Request at 1204 Cincinnati St. This request had been tabled from the July 15th, 2013 meeting. Kimberly Thompson, the petitioner, did not attend the July meeting, nor did she attend this meeting. As a result, Ken McCammon moved to deny her request and was seconded by Cindy Murray. Kimberly Thompson will be able to repetition for a handicapped space at the next parking commission meeting. Presentation of Parking Management Recommendation Dennis Carson, Jennie Peterson, and Mayor Tony Roswarski gave a presentation that recommended parking management services, involving facility management, on-street enforcement, and all back-office support operations be conducted by the City of Lafayette beginning January 1st, 2014. The presentation was concluded with a statement from Mayor Tony Roswarski which stated in-house parking management is one of many pieces that lead toward a better downtown. Public comment on the presentation came from Amanda Tellmann of Denison Parking. She stated that all the technology included in the presentation was currently available from Denison Parking and that her company would be able to provide it if the City of Lafayette chose to renew Denison’s contract at the end of 2013. Approve September 16, 2013 Meeting Minutes Jim Terry moved to approve the minutes for the September 16, 2013 meeting. John Christodoulakis seconded. The motion passed. Approve 2014 Parking Commission Meeting Dates Angela Vinson read the following meeting dates for the Lafayette Parking Commission quarterly meetings in 2014: January 27, 2014; April 21, 2014; July 21, 2014; and October 20, 2014. John Christodoulakis moved to approve the meeting dates for 2014. Jim Terry seconded. The motion passed. Requests for change in parking at 302 N 18th Street Darlene O’Brien reported that she had no off street parking, renters from a nearby apartment that also competed for parking on the street, and a recent handicap condition that limits her mobility. She requested that the parking space in front of her house be made into a handicapped parking space. Max Smith of the Lafayette Police Department reminded her that even with a handicap parking space, other cars displaying the handicap sticker would be eligible to use that space for parking. Although Darlene O’Brien was not aware that the space would be available to other handicap users, she agreed that the change would still be of benefit to her. John Christodoulakis moved to approve the change in parking to a handicap space in front of 302 N 18th Street. Jim Terry seconded. The motion passed. Dan Walker mentioned that he had received questions from the Two Tulips business regarding the need for a bike stall at the location across the street from their store. Jim Terry moved to adjourn.
