BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 29, 2013 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, January 29, 2013 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Norm Childress. Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the January 22, 2013 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Amendment #4-North Street Reconstruction Jenny Leshney, Public Works Director, presented to the Board and recommended approval of Amendment #4 for the North Street Reconstruction Project with Williams Creek Consulting in the amount of $4,400.00. Jim Rinehart, Williams Creek Consulting Representative, stated that there were unforeseen delays due to the gas company updating gas connections. The connections needed replaced per Indiana State law. Mr. Rinehart stated that the landscaping and punch-list items needed to be complete. The estimated time of completion will be early spring. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Contract with Bowen Engineering Mrs. Leshney presented to the Board and recommended approval of a Contract with Bowen Engineering for the Durkees Run Phase 2A Project in the amount of $9,470,000.00. Following receipt of the proposal and scoping the project, the contract is now in the amount of $9,387,000.00. Steve Nutt, Bowen Engineering, stated that the project is a stormwater separation project that will start on the south side of Lafayette. There will be a stormwater park at Jefferson high School that will be used to educate the students on ecosystems, environment and the importance of cleaning up the streams for future generations. The project will take nine months ending on October 31, 2013. Chris Manges, Bowen Engineering, stated that they are working on finding the best time to work on the project near 18th Street due to traffic issues. Mr. Nutt stated that over a 20 year time span, the City of Lafayette will save $13,000,000.00 which equates to over 100,000,000.00 gallons flowing into the Wabash River instead of the Wastewater Treatment Plant. This project allows for the capacity to remove running water from Sagamore Parkway more efficiently. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety January 29, 2013 Page 2 Limited Notice to Proceed-Durkees Run Interceptor & Earl Avenue Reconstruction Phase 2A Mrs. Leshney presented to the Board and recommended approval of a Limited Notice to Proceed for the Durkees Run Interceptor & Earl Avenue Reconstruction Phase 2A. The limited Notice to Proceed allows Bowen Engineering to commence work, on a limited basis not to exceed $500,000.00. Mrs. Leshney stated that full funding for this project is available at the end of February 2013. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Purchasing Declaration of Worthless Property-Human Resources Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Worthless Property for a Panasonic Fax Machine; Model #KX-FP101. Mr. Morrissey recommended amending the declaration to state “….does not operate properly and would cost more to repair than the value of the machine.” Mrs. Murray moved for approval as amended. Mr. Childress seconded. Passed. Water Pollution Control Significant Industrial User Permit-Nanshan America Advanced Aluminum Technologies, LLC Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of a Significant Industrial User Permit for Nanshan America Advanced Aluminum Technologies, LLC. This is a 4-year permit and Nanshan is permitted with the pre-treatment program as a significant industrial user. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. President Henriott abstained. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $2,970,229.27. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Running Event from Lafayette to Battleground President Henriott presented to the Board and recommended approval of a Special Event Request for a Running Event from Battleground to Lafayette that will be held on September 29, 2013 from 8:00am- 3:30pm at the John T. Meyer Bridge. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Proclamation-March of Dimes The Mayor read the following Proclamation: MARCH OF DIMES 75TH ANNIVERSARY 2013 WHEREAS, More than 4 million babies were born in the United States last year and the March of Dimes helped each and every one through 75 years of research, education, vaccines and breakthroughs; and Board of Public Works and Safety January 29, 2013 Page 3 WHERAS, You’ve been thinking about your baby for 9 months, the March of Dimes has been thinking about your baby for 75 years; and WHEREAS, more newborns die from premature birth than any other cause and babies who survive may have long-term health problems and lifelong disabilities; and WHEREAS, March of Dimes raises vital funds to support research and community programs to help moms have full-term pregnancies and babies to begin healthy lives, today: NOW, THEREFORE, I, Tony Roswarski, Mayor OF LAFAYETTE Declare TUESDAY, JANUARY 29th, 2013 as March of Dimes 75th Anniversary Day And urge all residents of LAFAYETTE to observe this day by supporting the important efforts of the March of Dimes for stronger, healthier babies – 75 years in the making IN WITNESS WHEREOF, I have hereunto set my hand this 29th of January, 2013.
