REGULAR MEETING OF THE LAFAYETTE PARKS AND RECREATION BOARD 4:00 pm 16 March 2020 The City of Lafayette Parks and Recreation Board met in regular meeting, March 16, 2020 at 4:00pm at the Rush Pavilion in Columbian Park. The meeting was called to order by Park Board President Maurie Denney. Board members present were John Ragan, Pat Corey, and Dave Mecklenburg. Parks Director of Operations Jon Miner, and Substitute Recording Secretary Dana Rhodes were present. Parks staff members present were Mike Perry, Kurt Wolf, Caitlyn Laffery, and Samantha Haville. Upon motion by Dave Mecklenburg, seconded by Pat Corey, and unanimously carried, minutes of the February 10, 2020 Parks Board meeting were approved. Upon motion by Pat Corey, seconded by John Ragan, and unanimously carried, claims in the amount of $32,870.84 were approved. Director of Operations Report:  Director of Operations Miner explained the creation of the new Beautification fund as a separate account to facilitate reimbursements. Example given was the Litter-free Lafayette program.  Director of Operations Miner provided information on the extension of the McAllister Recreation spring break program at the direction of Mayor Tony Roswarski. All CDC guidelines will be followed to minimize COVID-19 risk. McAllister Recreation Center will also be closed to the general public through April 5, 2020.  Director of Operations Miner recognized Marketing Manager Samantha Haville for her work on the 2020 Parks Fun Guide.  Director of Operations Miner gave an update on the seasonal hiring status for the Parks Department. Miner reported that hiring is at approximately 67% currently.  Responding to a question asked by Board member Pat Corey, Director of Operations Miner indicated that work is still being done on getting final permitting from the U.S. Fish & Wildlife Service for the Zoo penguin acquisition. Upon motion by John Ragan, seconded by Dave Mecklenburg, and unanimously carried, the Board approved the 2019 Annual Report as prepared by Marketing Manager Haville (See Attachment A). Declaration of Worthless Property  Upon motion by John Ragan, seconded by Pat Corey, and unanimously carried, the Columbian Park Zoo rides (horse & buggy’s, small boats, helicopters) were declared worthless property (See Attachment B). Park Board Meeting March 16, 2020 Page 1 of 2 Declaration of Surplus Property  Upon motion by Dave Mecklenburg, seconded by Pat Corey, and unanimously carried, the old Columbian Park Carousel was declared as surplus property (See Attachment C). Upon motion by John Ragan, seconded by Dave Mecklenburg, and unanimously carried, Resolution 20-01 was approved for the sale of 5 old carousel horses to the Lafayette Parks Foundation, Inc. in the amount of $1.00 (See Attachment C). Upon motion by John Ragan, seconded by Pat Corey, and unanimously carried, Resolution 20-02 was approved for the sale of the remaining old Columbian Park Carousel horses and components to the Chattanooga Zoo. (See Attachment D). Director of Operations Jon Miner announced that a special meeting of the Board of Parks & Recreation will be held on Monday, April 6, 2020 at 4:00 PM in the Rush Pavilion for the purpose of opening proposals from the bidders for the Loeb Stadium use/lease Request for Proposals. This meeting will need to be publicized 72 hours prior for any interested parties to attend.
