MINUTES OF THE LAFAYETTE REDEVELOPMENT COMMISSION MEETING September 28th, 2017 11:00 am Board of Works Room, City Hall ATTENDANCE COMMISSIONERS: Donald Teder, Jim Terry, T.J. Thieme EX-OFFICIO MEMBERS: CITY OF LAFAYETTE OFFICIALS: Tony Roswarski, Mayor; Cindy Murray, City Clerk STAFF: Mike Jones, City Controller; Dennis Carson, Economic Development Director; Margy Deverall, Economic Development Department; John Collier, Economic Development Assistant Director; Ed Chosnek, City Attorney GUESTS: Tom Decker, MetroNet; Jody Hamilton, Greater Lafayette Commerce; Doug Meyer, SIA; Eric Lucas, MKSK Welcome and Call to Order President Don Teder welcomed everyone to the meeting, noted that a quorum was present, and opened the meeting of the Lafayette Redevelopment Commission at 11:00 a.m. Approval of the Minutes of the August 24th, 2017 Meeting Jim Terry moved to approve the minutes of the Redevelopment Commission meeting for August 24th, 2017. T.J. Thieme seconded. With changes and corrections noted, the motion passed. New Business Resolution No. LRC 2017- 11 : Resolution of the Lafayette Redevelopment Commission Recommending Approval of a Deduction for the Purpose of Tax Abatement in an Economic Revitalization Area Subaru Automotive of Indiana Real Estate Tax Abatement – Dennis introduced the most recent expansion project from SIA and then introduced company representative Doug Meyer for details. Doug explained the expansion for a new model, the Ascent, which will be produced at the plant. The project will result in a facility expansion in excess of $30 million and new equipment of over $110 million. The project will create 200 additional jobs. After this Mayor Roswarski addressed the commission and expressed is and the City’s support. Don Teder made comments about the positive impact of the company and its payroll on the Lafayette community. With no further questions, Jim Terry made a motion to approve the tax abatement for real estate for a period of 10 years. TJ Thieme seconded and the motion passed. Resolution No. LRC 2017- 12 : Resolution of the Lafayette Redevelopment Commission Recommending Approval of a Deduction for the Purpose of Tax Abatement in an Economic Revitalization Area Subaru Automotive of Indiana Personal Property Tax Abatement – With no additional questions, Commission President asked for a motion to approve. TJ Thieme made a motion to approve the tax abatement for personal property for a period of 10 years. Jim Terry seconded and the motion passed. Contract Addendum No. 1: Downtown Lafayette Vision and Redevelopment Plan – MKSK – Director Carson explained the use of Greenstreet for the Five Point Plan for a market study and how their firm would provide valuable information particularly on housing for the Downtown Plan as a sub-contractor to project lead MKSK. President Teder asked about the plan’s public process and Carson gave an overview of the process and how it compared to the Five Point Plan. With no further questions, Jim Terry made a motion to approve Contract Addendum No. 1 as presented. TJ Thieme seconded and the motion passed. Director’s Report Dennis updated the Commissioners on the following items: MatchBOX’s Greater Lafayette Entrepreneurship week and its activities; adoption and finalization of the Bike/Pedestrian plan by the different local governmental entities; working on the 2018 TIF budgets; and lastly the EDC bond and its approval by the City Council this October and as well as the Redevelopment Commission before its final approval by Council in November. TJ Thieme made a motion to accept the Director’s Report and Jim Terry seconded. The motion passed. September 2017 Claims Jim Terry moved to approve the September 2017 claims in the amount of three hundred twenty two thousand, five hundred fifty one dollars and seventeen cents ($322,551.17). TJ Thieme seconded. The motion passed. Public Comment –Tom Decker gave an update on MetroNet fiber deployment stating that they are finishing up the north end of the city and downtown which are the last segments of the original project. Dennis mentioned the public meeting tonight at Jenks Rest at 6:00 p.m. for the Five Points Redevelopment Plan. Adjournment Jim Terry moved to adjourn. TJ Thieme seconded.
