MINUTES OF THE LAFAYETTE REDEVELOPMENT COMMISSION MEETING October 22, 2020 11:00 am Due to the COVID-19 pandemic, Governor Holcomb, ordered shelter-in-place orders beginning Tuesday, March 24. All government offices were closed to in-person public activity until further notice. All non-essential City employees are working remotely whenever possible and are continuing to provide core functions online and by phone. All necessary meetings are being conducted observing safe practices, including conference calls and online streaming (https://www.youtube.com/user/CityofLafayetteIN/live). Attendance via online GoToMeeting Commissioners: Shelly Henriott, Jos Holman, Don Teder, Jim Terry, Absent: T.J. Thieme Ex-Officio Members: Absent: Dave Moulton, Josh Loggins Staff: Dennis Carson, Economic Development Director; John Collier, Assistant Economic Development Director; Jacque Chosnek, Deputy City Attorney; Cindy Murray, City Clerk; Tim Clary, City Controller; Jeremy Diehl, Deputy City Controller; Rob Blue, City IT Department; Dave Huhnke, Marketing Director; Tony Roswarski, Mayor Guests: Jon Munn, TBIRD; Tim Balensiefer, TBIRD Welcome and Call to Order Jos Holman welcomed everyone to the Redevelopment Commission meeting, noted that a quorum was present and opened the meeting of the Lafayette Redevelopment Commission at 11:00 a.m. In accordance with Governor Holcomb’s requirements for online public meetings during the COVID-19 situation, all motions will be passed by roll call vote. Approval of the Minutes Shelly Henriott moved to approve the September 24, 2020 minutes. Jim Terry seconded and the motion passed unanimously by roll call vote. New Business TBIRD Design Services/Milestone Contractors- Streetscape Phase VI Change Order #4 – This change order is for various items mainly dealing with utility infrastructure items encountered in the field. The net increase is $20,083.75 which brings the project total to $1,282,554.15. Project representative Jon Munn of TBIRD gave more specific details as to what the change order covers. Don Teder moved to approve. Jim Terry seconded and the motion passed unanimously by roll call vote. TBIRD Design Professional Services Contract Supplemental Agreement No.3- Streetscape 2019 Phase VI – This is a supplemental for additional design work requested related to Streetscape Phase VI. The amount is $19,000.00 and will bring the overall contract to $301,500.00. Tim Balensiefer of TBIRD highlighted the work that would be involved: building façade analysis and resolution; Columbia Street 400 block streetlight replacement; Tippecanoe County Office Building custom entry replacement and 10 & 12 N 3rd Street accessible entrance conversion design analysis. Don Teder moved to approve. Shelly Henriott seconded and the motion passed unanimously by roll call vote. Resolution No. LRC-2020-14: Amending Declaratory Resolution of the Lafayette Redevelopment Commission Amending the Development Plan for the McCarty Economic Development Area – This resolution is similar to LRC 2020- 12 that amended the Consolidated Creasy/Central TIF District Plan to add the Police Station/Parking Garage as a project to allow for Creasy TIF funding. Amending the McCarty Development Area gives the City the ability to use funds for the project from the McCarty TIF. Mayor Roswarski interjected that adding the project to the McCarty Area will allow the City to pool resources from other TIF funds, stating that the Police cover all areas of the City. Jim Terry moved to approve. Shelly Henriott seconded and the motion passed unanimously by roll call vote. Director’s Report Both Streetscape projects are nearing substantial completion. We are working on the budgets for 2021. All properties for the Municipal Building have been purchased and closed on. Claims Don Teder moved to approve the October 2020 claims in the amount of Three million, six hundred seventy-four thousand, nine hundred nine dollars and forty-nine cents ($3,674,909.49). Jim Terry seconded and the motion passed unanimously by roll call vote. Public Comment Jos Holman asked for any comments from the public. There were no comments received from the public on the web- ed@lafayette.in.gov email account prior to the meeting. Adjournment Jim Terry moved to adjourn the meeting. Shelly Henriott seconded and the meeting of the Lafayette Redevelopment Commission was adjourned at 11:18am.
