Minutes Jos Holman moved to approve the minutes of the October 26, 2023 meeting. Jim Terry seconded and the motion passed unanimously. New Business Permission to Advertise 3 rd & 4 th Street Conversion -A feasibility study has been completed for the conversion of 3rd and 4th Streets from one-way to two-way complete streets to reconnect them to the north and south two-way connectors as they were historically. Engineering and construction documents are complete and ready to go out to bid for Spring construction. We are requesting permission to advertise for bids. We would expect bids to be submitted and taken under advisement at the December Redevelopment Commission meeting with the goal to award at the January 2024 meeting. Jim Terry moved to approve and Jos Holman seconded. The motion passed unanimously. Brightview landscape Services: Parking Garage plantings 2023 - CO #1 additional material (Streetscape Ph VII} - This change order in the amount of $2,360.00 is for additional plants for the east side of the 5th Street parking garage planting beds. The plants received were larger than originally specified but were installed at the spacing for the originally specified smaller plants. Consequently, there were gaps in some spaces. Since this was an oversight by the contractor, labor will not be charged and the city will only pay for the additional plants. Frank Donaldson moved to approve and Jos Holman seconded. The motion passed unanimously.  Cordogan Clark/Keystone Architecture: Lafayette Theater Design Services Proposal - A decision has been made for the direction of the Lafayette Theater as its future use as a community performing arts venue. An integral part is that Civic Theater will be the primary organization in residence for certain live theatre/play performances. The Long Center will remain as management and schedule other activities and events to serve the community. Justin Sorber of Cordogan Clark presented this agreement for architectural and engineering schematic design which is the first step for full design/construction plans for later bidding. The amount is not to exceed $40,000. Justin noted that there will be some spatial constraints and that professionals from the theater design community may need to be consulted to assist with the budget and estimates. Jos Holman moved to approve and Jim Terry seconded. The motion passed unanimously. TB/RD Design Services: Supplemental Agreement No. 2 - Streetscape Phase VII-This supplemental of $3,500 in additional services to Streetscape Phase VII was presented by Dennis Carson. It is for new traffic signal pole installation at 6th and South Streets and construction engineering for some streetscape repairs to Main Street. Jim Terry moved to approve and Jos Holman seconded. The motion passed unanimously. Micro Retail lease Agreement: Between Redevelopment Commission and Lafayette Urban Enterprise Association within the Horner Block Building at 619 Columbia St. -This master lease between the Redevelopment Commission and the Lafayette Urban Enterprise Association (LUEA) is for LUEA to manage and sublease the micro retail space at 619 Columbia Street on the City's behalf. Jim Terry moved to approve and Frank Donaldson seconded. The motion passed unanimously. Resolution LRC-2023-13: A Resolution Approving Contract for Purchase of Real Estate, 425 5. 5 th St, Lafayette, Indiana (Triangle Park) - This Resolution approves the purchase of the current Triangle Park property at 425 S 5th Street from the current owner, Bauer Family Resource Center. Pursuant to Indiana statute, two appraisals were performed and the average of $44,500 will be the purchase price. The property is adjacent to the former rail corridor, close to the new Corridor Place development. The City does not have immediate plans beyond its current use as a park facility; however, it's in our best interests to have site control. Jos Holman moved to approve and Jim Terry seconded. The motion passed unanimously. Resolution LRC-2023-14: A Resolution Recommending Designation of an Economic Revitalization Area for Tax Abatement and Recommending Approval of Deduction for Tax Abatement GE Engine Services LLC-Personal Property - Jordan Wysong of GE Aerospace presented a proposal requesting a ten-year abatement on an investment in personal property (machinery and equipment) in the amount of $9,000,000 and will add 41 new positions with a starting wage of $36.00/hour. Jim Terry moved to approve and Jos Holman seconded. The motion passed unanimously. Director's Report Several projects are happening around the City: • Snowy Owl Commons Senior Living on Twyckenham Boulevard, a partnership between Area 4 agency and Keller Development has applied for and been awarded a low-income housing credit. • Also awarded a low-income housing credit is The Jeffersonian, expansion of the Jeffersonian Apartments on 9th Street, and is a partnership between Homestead Consulting and Stenz Group. • Jon Caron will be developing Urban Pointe apartment complex in Centennial Neighborhood near Imagination Station. It will be 56 rental units in one building and 6 owner occupied condos on a separate site across the street. The project is expected to last 18 months, with groundbreaking in the Spring. It has moved through the Area Plan Commission and will be headed to City Council soon. • 26 th and South Street project with lronman Properties (Anvil 26). Claims Jim Terry moved to approve the November 2023 claims in the amount of One Million, Two Hundred Eighty-Four Thousand, One Hundred Eleven Dollars and Fourteen Cents ($1,284,111.14).
