TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD January 27, 2015 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, January 27, 2015 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Dennis, Lon Heide, David Byers, Tony Roswarski, Zach Beasley and Kevin Underwood Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Beasley moved to approve the minutes of the October 28, 2014 meeting as submitted. Mr. Heide seconded. Motion carried. ELECTION OF OFFICERS Mr. Dennis stated that the 2014 officers were John Knochel as President and Mr. Dennis as Secretary. Mr. Knochel has retired and was replaced by David Byers. Mr. Dennis nominated Mr. Byers as President for 2015 office. Mr. Roswarski seconded. Motion Carried. Mr. Roswarski moved to retain Mr. Dennis as Secretary for 2015 office. Mr. Beasley seconded. Motion Carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $8,282.29. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $22,435.65. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $14,362.78. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $13,218.75. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $1,440.00. Mr. Underwood moved for approval. Mr. Heide seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $520.00. Mr. Underwood moved for approval. Mr. Heide seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $2,400.00. Mr. Underwood moved for approval. Mr. Heide seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $11,200.00. Mr. Beasley moved for approval. Mr. Byers seconded. Motion carried.  A claim from City of Lafayette for services provided in the amount of $750.00. Mr. Underwood moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Tippecanoe County for services provided in the amount of $250.00. Mr. Underwood moved for approval. Mr. Roswarski seconded. Motion carried. REPORTS Legal Counsel Mr. Benton stated that they will be meeting with EPA tomorrow at the landfill. Keramida Vicki Keramida started off by giving Mr. Byers a quick explanation of the role Keramida plays with the landfill and the TERF Board. Discussion ensued. Mrs. Keramida stated that the reuse options will start the discussion at the EPA meeting tomorrow with Keramida. Mrs. Keramida stated that the landfill is doing fine and submitted the methane extraction system paperwork to the EPA. There have not been anymore exceedances when the modifications where made. Everything is doing well. Mrs. Keramida stated that there is a little less than $5 Million remaining in the account. The landfill has proven much better than EPA though so Mrs. Keramida doesn’t think that a tax would need to be reinstated before the end of the 30 years. Mrs. Keramida went over a handout of the potential reuses for the landfill that was submitted to the EPA. The handout breaks down the proposed land uses on-cap or off-cap and the site related activity options. Proposed activities that are listed range from picnic area, off-leash dog park area, model plane flying, restrooms, greenhouse, zip-line, restaurant to a nature walking area. Mrs. Keramida stated that the site does not lend well to sports of high slopes but would fare well for winter sledding. Mrs. Keramida told EPA that all the features of the landfill today that would need to maintain for the 30 years would be covered by Keramida will be protected and visually appealing. The site can start being evaluated. Discussion ensued regarding the access to the landfill and the lake around it. Mrs. Keramida stated that the EPA meeting tomorrow would be attended by EPA Project Manager, EPA Head of Reuse Efforts, attorney from EPA, IDEM Project Manager, Keramida and Mr. Benton. Mr. Benton stated that there is a need to have public meetings to involve the community. Mr. Benton gave Mr. Byers more information regarding the 30 year commitment for the landfill. OLD BUSINESS There was none. NEW BUSINESS There was none. PUBLIC COMMENT There was none. ADJOURN With no further business to come before the Board, Mr. Roswarski moved to adjourn. Mr. Heide seconded.
