TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD October 28, 2014 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, October 28, 2014 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Dennis, Lon Heide, Tony Roswarski and Zach Beasley. Absent: Kevin Underwood and John Knochel Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Roswarski moved to approve the minutes of the July 22, 2014 meeting as submitted. Mr. Beasley seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $46,551.72. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $31,175.33. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $29,588.92. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $61,529.23. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $3,383.92. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $560.00. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $840.00. Mr. Heide moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $12,800.00. Mr. Roswarski moved for approval. Mr. Heide seconded. Motion carried. REPORTS Legal Counsel Mr. Benton stated there was none. Keramida Vicki Keramida stated that everything is fine. Keramida submitted reports that include the annual groundwater report and the annual wetlands report. Mrs. Keramida stated that they fixed the methane gas  TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD October 28, 2014 area to keep the exceedance at a minimum when it rains. Since it has been fixed it has been doing really well during the beginning of October. Keramida anticipates that this fix will solve all of the flooding issues from in the past. Mrs. Keramida stated that there have been more decreases than stead and very few increases. Mrs. Keramida stated that the EPA did not want them to create a complete risk assessment but instead wanted Keramida to send them a figure of a conceptual risk assessment. Keramida sent the EPA the conceptual risk assessment along with a report on the conceptual model. Mr. Keramida stated that they are waiting to hear back from the EPA on feedback as to whether Keramida is on the right path or not. Mrs. Keramida briefly went through the re-use options that are planned for that area. Once Keramida gets the approval of the EPA, Keramida will start preparing the re-use documents. Mrs. Keramida stated that the risk assessment figure summary and the table summary have been to both the EPA and to IDEM. Mr. Beasley stated the he was concerned about local government Boards not necessarily communicating with each other and having potential problems with redundancy. Mr. Beasley asked if there has been any communication from the TERF Board to the Parks Department and the Tippecanoe County Council about them purchasing the grounds (Fairfield Property) and them wanting to make a park out of the space. Mr. Benton stated that he has spoken several times with Allen Nail who has been applying for grant money to help purchase the area for recreational use. Mrs. Keramida stated that Allen Nail spoke with her regarding the plans for both the Parks Department and Keramida for the re-use of the area. Mrs. Keramida stated that the plan is to have site access from the east and south staying away from the 9th Street entrance. Discussion ensued. Mrs. Keramida stated that Mr. Brown, the farmer who owns adjacent property to the landfill, had the levee fixed in the amount of $17,000.00. The cost of having the levee fixed was paid for by both Mr. Brown and the TERF Board. OLD BUSINESS There was none. NEW BUSINESS There was none. PUBLIC COMMENT There was none.
