RESPONSE FINANCING BOARD
July 22, 2014
The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, July 22, 2014
at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John
Dennis, Lon Heide and Zach Beasley. Absent: Tony Roswarski and Kevin Underwood
Tony Benton, Attorney from Stuart & Branigin, was also present.
MINUTES
Mr. Dennis moved to approve the minutes of the April 29, 2014 meeting as submitted. Mr. Beasley
seconded. Motion carried.
READING AND SIGNING OF CLAIMS
The following Claims (all with attached documentation) were presented to the Board for payment:
A claim from Keramida Environmental for consulting services in the amount of $30,253.01.
Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $41,452.56.
Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $5,588.08.

Mr. Benton stated that Vicki Keramida continues to work with EPA and IDEM on site deletion.

Keramida
Vicki Keramida stated that the Kevin Herron is no longer with IDEM and his replacement is Prabhakar
Kasarabada as the project manager. Mrs. Keramida stated that Mr. Kasarabada is eager to work with
Keramida and wanted to meet with them to go over what has happened to the site over the last 15 years.
The EPA has been reluctant to work with Keramida in the past because the site is not on their radar
screen. Keramida was persistent with EPA and now they have turned around. The EPA wanted to come
visit the site and has assigned a risk assessor. Mrs. Keramida stated that on July 1, 2014 they had a
meeting with Linda Kern (EPA), Tom Bloom (Reuse), Keith Fusinski (EPA Risk Assessor), Prabhakar
Kasarabada (IDEM) and Mike Anderson (IDEM Risk Assessor). The meeting was held at the landfill.
The group was extremely impressed with the site and asked several questions. The tour of the site
concluded with a presentation by Keramida on reuse options and idea of deletion on the National
Priorities List. There were two suggestions made at the meeting for the site. The first suggestion is that
because they are so busy to focus on the reuse of the site and do the deletion later on. Mrs. Keramida
explained that if they wait for the deletion first, then both actions will be delayed. If they go with the
reuse first it will be accomplished faster and then while they are proceeding they can prepare the
documents for the deletion. The second suggestion is to administer a risk assessment on the site starting
with the first part of the assessment which is the conceptual component which should be ready by
September 2014. Mrs. Keramida stated that both agencies are engaged moving along with the process.
Mrs. Keramida stated that they have had few exceedances on Methane which is typical. Since the Board
is doing deletion and reuse, from a perception standpoint, it would be good to not have those exceedances
even though the State and EPA have never considered those exceedances an issue. Keramida is looking
into moving those points to higher ground which would eliminate the groundwater issue on the north side
of the site.
Mrs. Keramida stated that one of the Keramida invoices had $11,000 that belongs to Gary Brown. The
Board had approved to pay half of the expenses so Mr. Brown sent the invoice and Keramida submitted it
on his behalf. By approving the invoices today subsequently the Board has approved payment of Mr.
Brown’s invoice. Mrs. Keramida stated that on the north part of the site there is a little ditch where the
stormwater goes and is starting to erode. Keramida has to now do an annual survey on the land in
response to the requirements written in the consent decree. In June 2014 the surveyors came and
Keramida asked them to do a detailed survey in that area of the site so Keramida will know how much
dirt they will need to bring it up to level. Three estimates were received for the Board. The estimates
range from $11,500.00-$20,000.00 but Keramida will see if they can get the work done cheaper. Mrs.
Keramida stated that they would like to start in September. The surveying company hired was Vester &
Associates.
OLD BUSINESS
There was none.
NEW BUSINESS
Mr. Beasley stated that he went out and met with Mr. Brown last Friday and handed out pictures of the
concrete grate and the inlet by the landfill where the water gets trapped. Mr. Beasley explained the
pictures and the drainage into the Wildcat Creek.
