TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD April 29, 2014 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, April 29, 2014 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John Dennis, Lon Heide, Tony Roswarski, Zach Beasley and Kevin Underwood Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the January 28, 2014 meeting as submitted. Mr. Heide seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $4,655.95. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $20,804.93. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $26,016.93. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $25,742.06. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $1,601.30. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $1,520.00. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $5,412.25. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $4,800.00. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. REPORTS Legal Counsel Mr. Benton stated since the last meeting he and Vicki Keramida have had a number of interactions with IDEM and EPA. Mr. Benton stated the he will let Mrs. Keramida report on this topic. TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD April 29, 2014 Keramida Vicki Keramida stated that everything is operating fine with the exception of the methane on the north part of the landfill due to the cold weather and snow. The exceedances were reported to IDEM in January, February and March. The landfill cap has a small area of erosion and will be fixed in the summer. Mrs. Keramida stated that the groundwater annual event will be in June this summer. The wetlands are fine but may need to cut some of the trees this summer. Mrs. Keramida stated that things have progressed tremendously since the last meeting. Both Keramida and legal counsel decided to do a reuse option with deletion which means that when a site is listed in the National Priorities List as a Superfund Site, it went there and that’s why Keramida had to do all the various steps 20 years ago and since then all along. The deleting process allows for a site to be removed from the National Priorities List. Mrs. Keramida gave a short presentation to explain the fundamental aspects of both processes as both needs to be done individually and independently. Mrs. Keramida stated that both IDEM and the EPA have been very responsive with helping to get this underway. The two different processes have different people involved but all participate in the meetings. Mrs. Keramida stated that this process should take about a year to get through. Discussion ensued. Mrs. Keramida stated that she will be reporting to the Board as things progress. NEW BUSINESS There was none. PUBLIC COMMENT There was none.
