TIPPECANOE COUNTY LOCAL ENVIRONMENTAL
RESPONSE FINANCING BOARD
January 28, 2014
The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, January 28,
2014 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John
Dennis, Lon Heide, Tony Roswarski, Zach Beasley and Kevin Underwood
Tony Benton, Attorney from Stuart & Branigin, was also present.
MINUTES
Mr. Dennis moved to approve the minutes of the October 29, 2013 meeting as submitted. Mr. Heide
seconded. Motion carried.
ELECTION OF OFFICERS
Mr. Benton stated that this time is set for electing officers for 2014. Mr. Dennis moved to re-elect the
current slate that is serving. Mr. Heide seconded. Motion Carried. Mr. Underwood moved to close the
nominations and direct the secretary to cast the unanimous ballot for the current slate. Mr. Beasley
seconded. Motion Carried.
READING AND SIGNING OF CLAIMS
The following Claims (all with attached documentation) were presented to the Board for payment:
A claim from Keramida Environmental for consulting services in the amount of $20,251.63.
Mr. Beasley moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $4,806.26. Mr.
Beasley moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $18,327.04.
Mr. Beasley moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $17,615.04.
Mr. Beasley moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $1,760.00. Mr. Dennis
moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $560.00. Mr. Dennis
moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $180.00. Mr. Dennis
moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Waste Management for services provided in the amount of $6,400.00. Mr. Beasley
moved for approval. Mr. Dennis seconded. Motion carried.
A claim from City of Lafayette for services provided in the amount of $750.00. Mr. Dennis
moved for approval. Mr. Beasley seconded. Motion carried.

moved for approval. Mr. Underwood seconded. Motion carried.
REPORTS
Legal Counsel
Mr. Benton stated there was none.
Keramida
Vicki Keramida stated that everything is fine with no issues at this time. The EPA is dragging its feet on
the reuse language that the Board and Keramida are trying to change. Mrs. Keramida stated that she spoke
with the assistant commissioner of IDEM and ask them take over the remainder of this process. It takes
very little resources to change the language that has been requested changed. Discussion ensued.
Mrs. Keramida stated that they have finished all the permits for Gary Brown and is ready to proceed with
construction.
Mrs. Keramida stated that there were only a few exceedances with methane due to the high water trapping
the gas. The cap is fine and has had no issues. Every 5 years Keramida submits a report to IDEM and
EPA which is due in April 2015. Keramida will be putting the report together for IDEM and then
submitting the finalized report to IDEM. The suggestion of the Board is to include the document that
needs the language changed along with the 5 year report. Discussion ensued. Mrs. Keramida stated that
tying the document and the report together is a good idea but to also continue working on trying to get
EPA to look at the reuse document prior to the submission of the report. Mrs. Keramida asked the Board
to give her a month to make some headway and to obtain a sit-down meeting and resolution with IDEM
and EPA on the reuse document. Mrs. Keramida stated that once they obtained the change of the language
then it needs to go back to court for approval and revision.
OLD BUSINESS
Gary Brown stated that he has a heritage trail going through about ¾ of his property but some of the
people that use that portion of the trail are traveling on it with vehicles and motorcycles through his
standing crops. Mr. Brown stated that under no circumstance east of the railroad he does not want any
more easements. There is signage currently there in two places warning people not to drive on the trail
which only works on some people. Mrs. Keramida stated that there might be some other possibilities if
Mr. Brown’s land is unavailable but will take longer.
