TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD October 29, 2013 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, October 29 2013 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John Dennis, Lon Heide, Tony Roswarski and Zach Beasley. Absent: Kevin Underwood Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the July 30, 2013 meeting as submitted. Mr. Heide seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment: A claim from Keramida Environmental for consulting services in the amount of $37,610.81. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $28,391.35. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $9,198.21. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $43,800.01. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $760.00. Mr. Dennis moved for approval. Mr. Roswarski seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $400.00. Mr. Dennis moved for approval. Mr. Roswarski seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $300.00. Mr. Dennis moved for approval. Mr. Roswarski seconded. Motion carried. A claim from Waste Management for services provided in the amount of $12,800.00. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. REPORTS Legal Counsel Mr. Benton stated that he Keramida, IDEM and EPA have yet to line up a time to meet and discuss the reuse options for the landfill. Mr. Benton stated that he attended a symposium regarding successful superfund remedies. Mr. Benton informed the Board on the symposium topics.  TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD October 29, 2013 Keramida Vicki Keramida stated that Keramida had submitted a reuse plans to the EPA and IDEM on November 16, 2012. Since then Keramida has been trying to get together with the EPA to discuss the reuse options for the landfill along with the language for the corresponding documents; Record of Decision and Consent Decree. Mrs. Keramida stated that Tom Bloom, EPA Representative for Region 5, is really hard to get in touch with along with the government shutdown that occurred this year. Mr. Bloom stated that he needed a revised language suggestion for the Board on what the changes should be. Mrs. Keramida stated that it would much easier to sit down with all parties involved to iron out the language. Mr. Bloom was not going to pin down a date for that meeting. Mrs. Keramida then spoke with IDEM and suggested following up with a letter to IDEM reminding them that it has been a year since the reuse plans have been submitted and the Board is eager to proceed. Mrs. Keramida feels that working through IDEM should speed up the process rather than waiting for EPA. Discussion ensued. Mrs. Keramida stated that one of the reuse options was to connect the landfill through some type of access with the creek. Mrs. Keramida stated that while they are currently working with the owner of the specific parcel of land for the permit, this would be a good time to discuss the access option with the owner. Discussion ensued regarding the great feature the water would have at the proposed access point from the landfill. The audio is inaudible due to Mrs. Keramida showing a map to the Board members away from the microphone. Mr. Knochel stated that he would get in touch with the owner to discuss his thoughts on the idea. Mrs. Keramida stated that the landfill is doing fine. Keramida sent five submissions to IDEM over the last quarter and submitted two permits in September 2013 for Mr. Brown; one to IDEM and one to the Core of Engineers. The leachate system is fine moving 40,000 gallons of leachate. Keramida installed new methane wells where needed, did significant repairs to the candle flare system and other items with the existing wells. The landfill cap and the wetlands are fine with no problems with the groundwater. Mrs. Keramida stated that there was a small animal that died in the HVAC system which required a few repairs. Doug Zabonick, Keramida, stated that the IDEM permit for Mr. Brown should be granted on November 11, 2013 but are currently waiting for the Core of Engineers. Mr. Knochel thanked Keramida for the great job that they are doing. OLD BUSINESS There was none. NEW BUSINESS There was none. PUBLIC COMMENT There was none.
