TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD July 30, 2013 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, July 30, 2013 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John Dennis, Lon Heide and Zach Beasley. Absent: Tony Roswarski and Kevin Underwood Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the April 30, 2013 meeting as submitted. Mr. Beasley seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment: A claim from Keramida Environmental for consulting services in the amount of $30,919.74. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $16,125.66. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $60,434.89. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $940.00. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $502.69. Mr. Dennis moved for approval. Mr. Heide seconded. Motion carried. REPORTS Legal Counsel Mr. Benton stated that he Keramida, IDEM and EPA are still trying to line up a time to meet and discuss the reuse options for the landfill.  TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD July 30, 2013 Keramida Doug Zabonick, Keramida, stated that all the systems are functioning correctly and pumped 30,000 gallons of leachate from April 2013 through June 2013. There is still an issue with one of the monitoring wells but no exceedances off site. Mr. Zabonick stated that there are some trees that are starting to come up in the wetlands area that will need to be removed. The plan when Vicki Keramida returns from vacation is to get back in contact with the EPA and continue to work towards a resolution for the landfill reuse issues. Mr. Dennis directed questions to Mr. Zabonick relating to the life span of the landfill. OLD BUSINESS There was none. NEW BUSINESS Drainage Complaint Involving the Landfill Mr. Beasley presented a drainage complaint from Gary Brown who owns land north of the landfill. Mr. Brown contacted Mr. Beasley about meeting with him onsite at the landfill to see firsthand the water drainage issue at hand. Mr. Beasley stated that this issue was brought before the TERF Board in January 2008 to which the TERF Board referred Mr. Brown to the Drainage Board for discussion. Mr. Beasley handed out and referenced a letter issued to the Board members in December 2007 relating to the Stormwater Investigation Report. Mr. Beasley stated that one of the issues at hand consist of obstructions of the old Wabash River/Erie Canal that runs on the south side of the landfill. Mr. Beasley explained that when the flood waters recede there is an area, due to the obstructions, that some flood water can’t get back out. The second issue at hand is the berm north of the landfill. Audio Inaudible. The Board continued the discussion while looking at an aerial of the land in question provided by Mr. Beasley. Mr. Brown discussed with the Board the option to split the cost of installing 18’ tiles in order to move the flood water away from the berm and problem area. Mr. Zabonick stated that Keramida would approach the EPA and DNR regarding the installation of the tiles and the proper procedure for getting the flood water issue controlled. Mr. Dennis moved to cover the Boards 50% of the costs for the tiles. Mr. Beasley seconded. Motion Carried. PUBLIC COMMENT There was none.
