TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD April 30, 2013 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, April 30, 2013 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John Dennis, Lon Heide, Tony Roswarski, Kevin Underwood and Zach Beasley. Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Beasley moved to approve the minutes of the February 1, 2013 meeting as submitted. Mr. Heide seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment: A claim from Keramida Environmental for consulting services in the amount of $22,549.98. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $30,580.97. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $31,103.14. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $866.00. Mr. Dennis moved for approval. Mr. Roswarski seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $1,070.00. Mr. Dennis moved for approval. Mr. Roswarski seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $588.40. Mr. Dennis moved for approval. Mr. Roswarski seconded. Motion carried. A claim from Waste Management for services provided in the amount of $8,000.00. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. REPORTS Legal Counsel Mr. Benton stated that he is continuing to work with Keramida in pursuit of some of the reuse issue with EPA. Audio inaudible. Mr. Benton hopes to meet with EPA in Chicago before the next TERF Board meeting. Keramida Rob Fedorchak, Keramida Representative, stated that in regards to the reuse determination, Keramida called IDEM to see if they could get in touch with the EPA. Mr. Fedorchak stated that the condition of the landfill site is great. The wetlands are saturated and full due to the local flooding. The leachate and  TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD April 30, 2013 methane is in compliance with the exception of one methane point on the west side of the site. Keramida has been in contact with IDEM regarding the methane and Keramida has been doing operational procedures to take care of the problem. Mr. Fedorchak stated that the cap is in great shape and the next ground water sampling in June 2013. Mr. Beasley brought an aerial photo of the site as requested by Keramida last meeting. The Board looked over the photo and then passed it on to Mr. Fedorchak. OLD BUSINESS There was none. NEW BUSINESS There was none. PUBLIC COMMENT There was none.
