TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD February 1, 2013 The Tippecanoe County Local Environmental Response Financing Board met on Friday, February 1, 2013 at 10:30 a.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John Dennis, Lon Heide and Zach Beasley. Absent: Tony Roswarski and Kevin Underwood Marianne Mitten Owen, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the November 13, 2012 meeting as submitted. Mr. Beasley seconded. Motion carried. ELECTIONS OF OFFICERS Mr. Dennis nominated the existing Slate of Officers be rolled over into 2013. Mr. Heide seconded. Mrs. Mitten Owen stated that the nominations are closed. Mr. Dennis moved for approval of the Slate of Officers. Mr. Beasley seconded. Motion Carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment: A claim from Keramida Environmental for consulting services in the amount of $18,093.54. Mr. Beasley moved for approval. Mr. Dennis seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $40,602.91. Mr. Beasley moved for approval. Mr. Dennis seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $35,668.14. Mr. Beasley moved for approval. Mr. Dennis seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $2,543.25. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. A claim from Stuart & Branigin for services provided in the amount of $1,080.00. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. Motion Carried.  TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD February 1, 2013 REPORTS Keramida Vicki Keramida stated that the landfill is in great shape and nothing out of the ordinary. Mrs. Keramida stated that the trees around the perimeter have been cut down with the cost less than $7,000.00. Keramida have asked the transfer station to clean up all the trash that blows to the site from the transfer station, now that the trees have been removed. Mrs. Keramida stated that the Board asked them to make an aerial video of the site to go along with the reuse plan. Keramida has put together a video of the landfill and the perimeter. The estimated cost of a helicopter for the project is $2,000.00 plus the cost of the videographer which is estimated around $1,000.00-$2,000.00. Mr. Beasley stated that there are 2012 aerial photos on file with the Tippecanoe County Surveyor’s office. Mr. Beasley stated that he would bring the aerial photos of the site to the next meeting. Mr. Knochel recommended waiting to hire the helicopter and videographer until the Board and Keramida have a chance to look at the aerial photos from the Surveyor’s Office. Mrs. Keramida stated they have replaced and retrofitted all 35 flares within the month of December 2012 and should not require replacement for another 10 years. Keramida developed the Operation and Maintenance Plan for the landfill. IDEM asked Keramida to amend the plan due to changing specifications and laws for landfills. IDEM approved the outline that Keramida submitted and they are now in the process of finishing and should be ready to fully submit the plan in February 2013. Mrs. Keramida stated that they had two minor exceedances in two of the methane system which was due to snow melting and heavy rains. The water in the gas pipes were emptied, there was no issue of danger. Mrs. Keramida stated that everything else is fine and going well with the landfill and site. OLD BUSINESS There was none.
