TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD November 13, 2012 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday November 13, 2012 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: John Knochel, John Dennis, Tony Roswarski, Kevin Underwood, Lon Heide and Zach Beasley. Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the July 31, 2012 meeting as submitted. Mr. Heide seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment: A claim from Keramida Environmental for consulting services in the amount of $6,952.85. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $28,505.11. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $27,695.80. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. A claim from Keramida Environmental for consulting services in the amount of $60,644.35. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. Board November 13, 2012 Page 2 Mr. Benton stated that there will be a presentation/video regarding the EPA reuse options for the landfill. Mr. Benton stated that part of the consent decree requirements for a superfund site is to put certain restrictions on how the site can be used. Mr. Benton listed the current covenants that the TERF Board has agreed for the consent decree. Mr. Benton along with Vicki Keramida met with IDEM and USEPA regarding the any beneficial reuses for the landfill that would benefit the community. There is a possibility to involve Purdue University senior design classes which will generate real community input. OLD BUSINESS There was none. NEW BUSINESS Vicki Keramida stated from operational issues at the landfill, the major item that Keramida did this quarter was to close three (3) wells that had problems with sediment. Of the three (3) wells abandoned, two (2) of them were replaced. Keramida looked into changing the leachate tank flow with estimates around $30,000.00 which is more expensive than Keramida would like to see. Mrs. Keramida recommended not doing the work at this time and waiting one (1) more year. The flares have been operating for over ten (10) years on the Methane Extraction System. Keramida had been retro-fitting the flares and more than half of 35 flares are complete. The Methane Monitoring System is working fine with only two (2) exceedances. Mrs. Keramida stated that the landfill cap is in good shape. The Groundwater Monitoring System is down to one time per year. The Board will hear the reuse assessment that the TERF Board requested from Keramida. The final operation and maintenance plan for the landfill needs a few adjustments based on all the various things that the Keramida has been doing for the past 10 years. The outline for the adjustments has been submitted to IDEM and they have agreed with the items that need to be done. The fence line clearing that the TERF Board has authorized Keramida to arrange have received clearance from CSX but still need the northern property. Keramida has received bids from local contractors to clear the remaining trees. Once Keramida finalizes the access for all sites then Keramida will have the work completed. Discussion ensued. Keramida prepared a video presentation regarding the reuse assessment for the Tippecanoe Sanitary Landfill Superfund Site. PUBLIC COMMENT There was none.
