TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD October 29, 2019 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, October 29, 2019 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: David Byers, Tony Roswarski, Lon Heide, Zach Beasley, John Dennis and Kevin Underwood. Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the June 25, 2019 meeting as submitted. Mr. Underwood seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $21,593.34. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $13,189.87. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $63,105.21. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $120.00. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $150.00. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $90.00. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $1,200.00. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $16,014.01. Mr. Dennis moved for approval. Mr. Beasley seconded. Motion carried. REPORTS Keramida Vicki Keramida stated that she has been talking with IDEM and the EPA over the last few months about the delisting process. Mrs. Keramida stated that there has been a lot of shifting and job vacancies within both agencies. Mrs. Keramida stated that she was trying to get IDEM to take over a bigger role with the delisting but that will not happen now because IDEM is sending all of their superfund work to EPA. Mrs. Keramida stated that she participated in the annual Indiana Chamber of Commerce, EPA and IDEM meeting 2 weeks ago and got a chance to speak with the Chief of the Superfund Division at the EPA along with speaking to Frank Lagunas and his new boss Dion Novak. Mrs. Keramida stated that EPA wants to start the 5-year review soon and it will take a year to complete. Keramida will be having monthly conference calls with EPA to help keep this moving forward at a steady pace. Mrs. Keramida stated that the landfill site is doing fine at this time. Legal Mr. Benton stated that he heard the same information in Boston at his annual meeting that Mrs. Keramida heard at her meeting in Chicago regarding the delisting process and the slowed progress due to the IDEM and EPA changes. OLD BUSINESS There was none. NEW BUSINESS Mr. Byers presented to the Board and recommended approval of the 2020 TERF Board Calendar. Mr. Dennis moved for approval. Mr. Roswarski seconded. Motion Carried. Mr. Roswarski asked the Board if they could have a representative for the TERF financials give an update of the financials at the next meeting. The Board members were in agreement to have it at the next meeting in January. PUBLIC COMMENT There was none. ADJOURN With no further business to come before the Board, Mr. Dennis moved to adjourn.
