TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD January 28, 2020 The Tippecanoe County Local Environmental Response Financing Board met on Tuesday, January 28, 2020 at 1:30 p.m. in the City Council Chambers of Lafayette City Hall. Present were: David Byers, Tony Roswarski, Lon Heide, John Dennis and Kevin Underwood. Absent: Zach Beasley Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the October 29, 2019 meeting as submitted. Mr. Underwood seconded. Motion carried. ELECTION OF OFFICERS Mr. Benton stated that the 2019 officers were David Byers as President and John Dennis as Secretary. Mr. Heide moved to retain Mr. Byers as Board Chair for 2020 office. Mr. Dennis seconded. Mr. Roswarski moved to retain Mr. Dennis as Secretary for 2020 office. Mr. Underwood seconded. Motion Carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $33,269.85. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $23,016.71. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $500.00. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $450.00. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $6,938.04. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from City of Lafayette for services provided in the amount of $750.00. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.  A claim from Tippecanoe County for services provided in the amount of $250.00. Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried. T.E.R.F. Board January 28, 2020 Page 2 REPORTS Keramida Vicki Keramida stated that everything is going well with the landfill site. Mrs. Keramida reminded the Board that the EPA was undertaking the de-listing process and as part of that the EPA is doing the 3rd 5- year review. The review is generating multiple questions from the EPA therefore Keramida has scheduled a meeting with them to help answer those questions on February 7, 2020. The 5-year review has to be completed and submitted by September 2020. Mrs. Keramida requested the Boards permission to replace two (2) leachate wells that have been silting over the years. Keramida asked for three (3) bids as required, and received bids from two (2) companies. Mrs. Keramida stated that each well will cost roughly $5,000.00 each to replace and roughly $3,000.00 per well to “abandoned” the two (2) wells as it is required by state law. The work should start in February 2020, weather permitting. Mr. Dennis moved to approve the replacement and abandonment of the two (2) wells. Mr. Roswarski seconded. Motion Carried. Mrs. Keramida reminded the Board that a few years ago Keramida received permission to reduce the well samples from two (2) samples down to one (1) sample per year. Last year Keramida petitioned IDEM to reduce the amount of compound that are analyzed each year. IDEM approved that request and will subsequently reduce the cost by $15,000.00 per year for the work. After the de-listing and 5-year review is complete Keramida will reduce the number of times that it visits the landfill site from three (3) times down to two (2) times per week while will reduce the invoice cost from Keramida as well. Financial Advisor Jessica Rebmann, Turquoise Wealth Management, introduced Laura Brown who is a Purdue graduate that helped Mrs. Rebmann run her business last October. Mrs. Rebmann presented to the Board the financial status and portfolio of the landfill. Mrs. Rebmann discussed with the Board the current and projected interest rates, the yields, profits, bond flows, historic data, share buybacks, GDP growth and the portfolio details. Mrs. Rebmann answered questions from the Board. Discussion ensued. Tippecanoe County Jennifer Weston, Tippecanoe County Treasurer, presented to the Board the Fund 1166 Landfill Closure/Post-Closure financial report. Mrs. Weston discussed the fund on the Tippecanoe County ledger that include historical data and projections moving forward. Mrs. Weston answered questions from the Board. Discussion ensued.
