TIPPECANOE COUNTY LOCAL ENVIRONMENTAL RESPONSE FINANCING BOARD October 27, 2020 Due to the current COVID-19 pandemic, all essential meetings are being conducted virtually. The Tippecanoe County Local Environmental Response Financing Board met on October 27, 2020 at 1:30 p.m. virtually via Teams Meeting. Present were: David Byers, Tony Roswarski, John Dennis, Lon Heide and Zach Beasley. Absent: Kevin Underwood Tony Benton, Attorney from Stuart & Branigin, was also present. MINUTES Mr. Dennis moved to approve the minutes of the July 28, 2020 meeting as submitted. Mr. Roswarski seconded. Motion carried. READING AND SIGNING OF CLAIMS The following Claims (all with attached documentation) were presented to the Board for payment:  A claim from Keramida Environmental for consulting services in the amount of $19,879.25. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $16,093.76. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Keramida Environmental for consulting services in the amount of $15,909.70. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Stuart & Branigin for services provided in the amount of $1,140.00. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried.  A claim from Waste Management for services provided in the amount of $13,941.07. Mr. Beasley moved for approval. Mr. Heide seconded. Motion carried. REPORTS Keramida Vicki Keramida stated that the EPA was doing the 5-y ear review that was due in September but it is still not out. A draft of the report has been sent from EPA to IDEM and Keramida asked for a copy of the draft. EPA said no. Mrs. Keramida stated that the EPA project manager was threatening Keramida to install new wells for determining upgrading groundwater concentrations. Mrs. Keramida stated that the EPA agreed 15 years ago on the location of all the wells and have never raised an issue. Mrs. Keramida stated that her understanding is that the 5-year review does not include new wells but does include that Keramida monitors for arsenic on a quarterly basis. Recently that occurrence has been reduced down to annual monitoring. IDEM has agreed with Keramida on the monitoring schedule and has told the EPA that there is no foundation for increasing the frequency of sampling. Mrs. Keramida stated the IDEM T.E.R.F. Board October 27, 2020 Page 2 project manager had to take a leave of absence for her mother about 2 weeks ago. Mrs. Keramida stated that everything else with the site is going very well. NEW BUSINESS There was none. PUBLIC COMMENT There was none. ADJOURN With no further business to come before the Board, Mr. Dennis moved to adjourn. Mr. Heide seconded. Motion carried.
