TIPPECANOE COUNTY LOCAL ENVIRONMENTAL
RESPONSE FINANCING BOARD
July 28, 2020
The Tippecanoe County Local Environmental Response Financing Board met on July 28, 2020 at 1:30
p.m. in the City Council Chambers of Lafayette City Hall. Present were: David Byers, Tony Roswarski,
John Dennis, Kevin Underwood and Zach Beasley. Absent: Lon Heide
Tony Benton, Attorney from Stuart & Branigin, was also present.
MINUTES
Mr. Dennis moved to approve the minutes of the April 28, 2020 meeting as submitted. Mr. Beasley
seconded. Motion carried.
READING AND SIGNING OF CLAIMS
The following Claims (all with attached documentation) were presented to the Board for payment:
A claim from Keramida Environmental for consulting services in the amount of $31,663.39.
Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $16,668.12.
Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Keramida Environmental for consulting services in the amount of $25,675.91.
Mr. Dennis moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $50.00. Mr. Dennis
moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $4,995.00. Mr. Dennis
moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Stuart & Branigin for services provided in the amount of $25.00. Mr. Dennis
moved for approval. Mr. Underwood seconded. Motion carried.
A claim from Waste Management for services provided in the amount of $18,179.08. Mr. Dennis
moved for approval. Mr. Underwood seconded. Motion carried.
REPORTS
Keramida
Vicki Keramida asked the Board if they would be interested to conducting the meeting virtually going and
offered to help facilitate that as needed. Discussion ensued.
Mrs. Keramida stated that the Keramida invoices approved at today’s meeting are higher due to several
variables. The price of natural gas is around $2K-$3K per month in order to supplement the methane and
is put in place to comply with the methane restrictions. Mrs. Keramida stated that there is an opportunity
to reduce the spending on natural gas by installing a $3,600 control panel that would help adjust the flare

base on usage. Mr. Roswarski moved to allow Keramida to start the process of adding the control panel.
Mrs. Dennis seconded. Motion Carried.
Mrs. Keramida stated that other reasons the invoices are higher is due to the annual groundwater
monitoring and also the reinstallation of the wells that were approved at the last meeting.
Mrs. Keramida stated that they did the groundwater monitoring and the results are good and the same.
The EPA seems to have a problem with the groundwater at the site that no one has had a problem with
before now which include the last several 5-year reviews. The Superfund Division Director signed off on
those reports with no issues. The current EPPA project manager is now questioning the reports and their
data. Discussion ensued.
Tony Benton stated that he gave Allen Nail, Tippecanoe County Parks and Recreation, all of the
information that he needs for the grant application of the trail on the site. Mr. Benton mentioned that the
Region 5 homepage does not have the Tippecanoe Sanitary Landfill on their list for reuse/delisting. Mrs.
Keramida stated that she would follow-up with the EPA to get that homepage changed to include the
Tippecanoe Sanitary Landfill.
OLD BUSINESS
There was none.
NEW BUSINESS
Chairman Byers stated that he received a Certificate of Liability Insurance from Waste Management
naming the TERF Board as the Certificate Holder valid from 7/1/2020-7/1/2021.

There was none.
ADJOURN
With no further business to come before the Board, Mr. Dennis moved to adjourn. Mr. Roswarski
seconded. Motion carried.
