CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. OPEN BURNING TEMPORARY BAN Page 1 of 4  Summary: In light of the COVID-19 pandemic and the vulnerability of persons suffering from and/or recovering from this illness, there are concerns that smoke pollution could make this respiratory illness worse. Our current Village Ordinance allows for open burning between October 1 to May 31 of each year. This Ordinance would prohibit burning effective May 5, 2020, to December 31, 2020, after which the Ordinance would revert back to current standards. Recommended Action: Motion to approve Ordinance No. 2020-O-11, an Ordinance amending the Village of Lake Barrington Village Code temporarily prohibiting burning effective May 5, 2020, to December 31, 2020. B. VILLAGE CODE AMENDMENT - TEMPORARY USE TENTS Summary: The Village Code currently allows a tent or other temporary structure to remain on a property for no more than 15 days per year. A longer period of time requires a Temporary Use Permit, which is good for a total of 45 days per year. Recommended Action: Motion to approve Ordinance No. 2020-O-12, an Ordinance Amending Title 1, "Administration", Section 1-10-7, and Title 8, "Zoning", Section 8-3-10 of the Village Code C. LAKE COUNTY FOREST PRESERVE DISTRICT IGA - BIKES ON TRAILS Summary: The Village of Lake Barrington has been working diligently since July 2017 with the Lake County Forest Preserve District to allow bicycles on Grassy Lake Trail. The LCFPD provided the draft revisions to the Intergovernmental Agreement (IGA) this month with the necessary protections to the Village. Recommended Action: Motion to Approve Resolution No. 2020-R-05, a Resolution approving and authorizing the execution of an amended and restated intergovernmental agreement by and between the Lake County Forest Preserve District and the Village of Lake Barrington. D. 2020 MFT RESURFACING PROGRAM CONTRACT AWARD Summary: In February a contract was issued to HR Green for design engineering and construction engineering services for the resurfacing of Brookside Way, West Brookside Way, Brookside Court, Driftwood Court, and Fieldstone Court. Recommended Action: Motion to allow the Village Administrator to execute a contract with Geske and Sons, Inc., in an amount not to exceed $447,419. Further, authorize the Village Administrator to expend a contingency amount of up to 10% ($44,742) to cover any additions or changes due to unforeseen conditions and authorize the Village Administrator to execute the necessary documents. 8. TEMPORARY SUSPENSION OF BUSINESS AND LIQUOR LICENSE FEES Summary: The Village has nearly 200 businesses that are annually required to obtain a business license. With the continued significant impact COVID-19 is having on businesses and restaurants, the Board of Trustees requested that the business and liquor license fees be reduced to $0, while keeping the application deadline at May 1, 2020. Recommended Action: Motion to approve Ordinance No.2020-O-13, an Ordinance authorizing a temporary suspension of the business and liquor license fees in the Lake Barrington Village Code. 13. RESOLUTIONS None. 14. NEW BUSINESS A. ELECTRICAL AGGREGATION PRESENTATION Summary: On August 10, 2009, Governor Patrick Quinn signed into law Public Act 096-0176, which allows municipalities to arrange for the provision of electricity to residential and small commercial retail customers by alternative electric suppliers (i.e. suppliers other than ComEd). Under this law, the municipality may seek bids for the provision of aggregate electricity supply services to their residents and small businesses. Rates are again competitive, and staff has been researching electrical aggregation in order to save residents and small businesses money on their monthly electrical bills. Staff is seeking direction to continue with NIMEC to solicit bids for supplying electricity to Lake Barrington residents. Page 3 of 4  Recommended Action: Motion to allow the Village Administrator to execute a contract with NIMEC to enter into a consulting contract and to authorize the Village Administrator to execute the necessary documents. 15.
