Swearing in of Lauren DeJesu as Ethics Commission Chair Recommended Action: Motion that the Village Board advise and consent to the appointment by Village President Richardson of Lauren DeJesu as Chair of the Village of Lake Barrington Ethics Commission for a term ending April 30, 2023. (roll call vote) B. Presentation by State Senator Dan McConchie 6. OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON NON-AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. Page 1 of 4 All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. ARPA - CORONAVIRUS LOCAL FISCAL RECOVERY FUND ORDINANCE Summary: The Village has applied for the available $661,776.41 allocated to our Village pursuant to the American Rescue Plan Act of 2021 (ARPA). It has been recommended that the Village ratify and authorize the execution of the submittal documents. Recommended Action: Motion to approve Ordinance No. 2021-O-11, an Ordinance authorizing and ratifying the execution of the ARPA financial assistance submittal. B. APPLICATION FOR TEMPORARY USE - SPECIAL EVENTS - CITIZEN'S FOR CONSERVATION Summary: Citizens for Conservation would like to host their fall native tree and shrub sale at Freier Farm from September 8th to September 11th. Recommended Action: Motion to approve a Temporary Use - Special Events permit for Citizens for Conservation. C. PAVEMENT SEALING - VARIOUS VILLAGE STREETS Summary: The Village has applied the pavement sealant, Reclamite, in the recent past to newly paved streets in order to extend pavement life. This year Flint Drive, Vista Lane, and Lakeview Drive were resurfaced. Staff is recommending Reclamite be applied to these newly resurfaced streets. Recommended Action: Motion to approve an agreement with Corrective Asphalt Materials, LLC, in an amount not to exceed $12,675.90. Further, authorize the Village Administrator to expend a contingency amount of up to 10% ($1,267) to cover any additions or changes due to unforeseen conditions and authorize the Village Administrator to execute the necessary documents. D. IDOT RESOLUTION FOR AN IGA REGARDING MAINTENANCE OF CERTAIN TRAFFIC CONTROL DEVICES Summary: The Illinois Department of Transportation has requested municipalities enter into an Intergovernmental Agreement concerning the maintenance of traffic control devices located on State highways within that municipality. Recommended Action: Motion to approve Resolution No. 2021-R-13, a Resolution approving an Intergovernmental Agreement between the Village of Lake Barrington and the Illinois Department of Transportation. E. INTERGOVERNMENTAL AGREEMENT FOR TRAFFIC CONTROL WITH TOWER LAKES AND NORTH BARRINGTON Summary: Page 2 of 4  The IGA is a renewal of a cost-share agreement with the Village of North Barrington and the Village of Tower Lakes, which provides that the Village of Tower Lakes provide traffic control services at the intersection of Grandview Drive and Route 59 twice a day at the peak arrival and departure times for North Barrington School. Recommended Action: Motion to Approve Resolution No. 2021-R-14, a Resolution Approving and Authorizing the Execution of An Intergovernmental Agreement for Cooperative Traffic Control by And Among the Village of Tower Lakes, The Village of North Barrington, and the Village of Lake Barrington. F. FLOODPLAINS & FLOODWAYS AND LOWLAND CONSERVANCY ZONING OVERLAY DISTRICTS Summary: The Village’s Floodplains & Floodways (code section 8-5-3) and Lowland Conservancy (code section 8-5-4) Overlay Districts were established in 1990 before the Village adopted the Lake County Stormwater Management Watershed Development Ordinance (WDO) in 1993. Since that time, the WDO has been updated regularly to reflect current engineering practices, and the WDO includes the regulatory floodplain and floodway requirements to ensure our continuous eligibility in the National Flood Insurance Program (NFIP). Therefore, the Floodplains & Floodways and Lowland Conservancy Overlay Districts are no longer needed. Recommended Action: Motion to approve Ordinance No. 2021-O-12, an Ordinance amending the Village of Lake Barrington Village Code as presented. G. EMPLOYEE CONFERENCE EXPENSES Summary: Approval is being asked for travel expenses for Lisa C. Pena-Tlapa to attend her second and final year of the Municipal Clerks of Illinois Academy training. This year it will be held in Bloomington, IL from October 12-15, 2021. This event requires three nights of overnight lodging. The Conference hotel charges $120.00 per night which is over the GSA rate of $96.00 per night, thus requiring approval prior to the costs being incurred. Recommended Action: Motion to approve employee conference expenses for Lisa C. Pena-Tlapa to attend October 12-15, 2021 MCI Training in Bloomington. Recommended Action: Motion to approve Items 7.A. through 7. G. as stated in the Recommended Action of the Consent Agenda. (roll call vote) 8. TREASURER'S REPORT A. Approve and Accept the Audited Financial Statements for fiscal Year Ending April 30, 2021 – Lauterbach & Amen. Ann Scales, Principal with Lauterbach & Amen, will be presenting the audit report. B.
