Move to approve by omnibus vote items on the consent agenda.
Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village
President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group.
Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is
needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be
considered during the regular course of the meeting as they appear on the agenda.
All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in
the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from
Consent Agenda and will be considered separately.
A. AMENDMENT TO BUILDING CODE - RESIDENTIAL STAIR TREADS
Summary:
The existing Village Code had exceptions to the "One-and-Two-Family Dwelling
Code" IRC 2018 edition. Staff is recommending that the exceptions be removed to be
in alignment with the 2018 IRC, which the Village adopted in 2020.

Recommended Action:
Motion to approve Ordinance No. 2022-O-10, an Ordinance amending Title 7,
"Building Regulations" of the Lake Barrington Village Code.
B. SPECIAL USE ORDINANCE - 28019 W. INDUSTRIAL AVE. - D & R
TOWING
Summary:
The Plan Commission/ZBA held a public hearing in consideration for a Special Use
Permit to establish, operate, and maintain a vehicle towing and vehicle storage
business at 28019 W. Industrial Ave.
Recommended Action:
Motion to approve Ordinance No. 2022-O-11, an Ordinance granting a Special Use
Permit to allow the establishment, maintenance, and operation of a vehicle
towing and vehicle storage business with related accessory uses at 28019 N.
Industrial Ave. to be operated by Whitey's Towing, Inc., d//b/a D & R Towing.
C. SPECIAL USE ORDINANCE - 28034 W. INDUSTRIAL AVE - ZATEC, INC.
Summary:
The Plan Commission/ZBA held a public hearing in consideration for a Special Use
Permit to establish, operate, and maintain a vehicle restoration business at 28034 W.
Industrial Ave.
Recommended Action:
Motion to approve Ordinance No. 2022-O-12, an Ordinance granting a Special Use
Permit for a vehicle restoration business at 28034 W. Industrial Ave. to be operated by
Zatec, Inc., on the property owned by TIFJ, LLC.
D. SPECIAL USE ORDINANCE - 21966 N. PEPPER RD. - FOX VALLEY HOT
RODS
Summary:
The Plan Commission/ZBA held a public hearing in consideration for a Special Use
Permit to establish, operate, and maintain a vehicle rebuilder and carburetor dealer
business at 21966 N. Pepper Rd.
Recommended Action:
Motion to approve Ordinance No. 2022-O-13, an Ordinance granting a Special Use
Permit for a vehicle rebuilder and carburetor dealer business at 21966 N. Pepper Rd to
be operated by Fox Valley Hot Rods on the property owned by Chicago Title Trust
Company Trust No. 4602.
E. ZONING VARIATION ORDINANCE - 27010 W. LAKEVIEW DR. SOUTH
Summary:
The Plan Commission/ZBA held a public hearing in consideration of a zoning
variation for relief from the required side yard setback of a residential driveway at
27010 W. Lakeview Dr. South.
Recommended Action:
Motion to approve Ordinance No. 2022-O-14, an Ordinance granting zoning variations
to allow a driveway setback as described in the Ordinance.

8. TREASURER'S REPORT
A. Approve and Accept the Audited Financial Statements for the fiscal Year Ending April
30, 2022. Ed Tracy with Sheldon Fox will be presenting the audit report.
B. Approve the Financial Statements as of August 31, 2022.
C. Pay Bills in the amount of $360,110.88 as Listed on the Accounts Payable Warrant
“A” Dated October 4, 2022.
D. Pay Bills in the amount of $208,373.54 as Listed on the Accounts Payable Warrant
“B” Dated October 4, 2022.

PROGRAM (ITEP) RESOLUTION - FETHERLING PARK
Summary:
The Village is applying for an Illinois Department of Transportation Enhancement
Program (ITEP) grant to connect the Fetherling Park trail to the Grassy Lake/Kelsey
Road trail and a Resolution is required by the Illinois Department of Transportation
(IDOT).
Recommended Action:
Motion to Approve Resolution No. 2022-R- ___, a Resolution supporting the
submission and execution of an ITEP Application and Agreement. (Roll call vote)
B. APPLICATION FOR TEMPORARY USE - SPECIAL EVENTS - PEPPER
PARK FEST

Jacey Silverberg, the owner of The Selectionner, has applied for a Temporary Use-
Special Event Permit for Pepper Park Fest to be held at 22000 N. Pepper Road on
Saturday, October 8, 2022, from 12 p.m. to 5 p.m. The parking lot will be closed and
the Fest held in the parking lot.
Recommended Action:
Motion to approve ResolutionNo. 2022-R-___, approving the Temporary Use Special
Event Permit for the Pepper Park Fest event. (Roll call vote)
