Consideration for the Approval of the Appointment of Rob Jones as Plan Commission Zoning Board of Appeals Commissioner and Administration of the Oath of Office. Recommended Action: Consideration and motion to advise and consent to the appointment of Rob Jones as Plan Commission Zoning Board of Appeals Commissioner for a term expiring on Page 1 of 6  4/30/2030. C. Mayor Pro Tem. Recommended Action: Consideration and motion to advise and consent to the appointment of Trustee Richard Hayes as Mayor Pro Tem. 6. OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE BOARD ON AGENDA ITEMS 7. CONSENT AGENDA Move to approve by omnibus vote items on the consent agenda. Illinois law permits municipalities to adopt by one single unanimous roll-call vote of the Board of Trustees and the Village President a group of designated ordinances, orders, resolutions, or motions placed together for voting purposes in a single group. Following the motion’s second, a brief discussion may be held about any designated item. If lengthier discussion or debate is needed, any Trustee or the Village President may request any item to be removed from the motion and those items will be considered during the regular course of the meeting as they appear on the agenda. All matters listed under Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion in the form listed above. There will be no further discussion of these items. If discussion is desired, that item will be removed from Consent Agenda and will be considered separately. A. CONSIDERATION OF AN AGREEMENT BETWEEN THE VILLAGE OF LAKE BARRINGTON AND DEKIND COMPUTER CONSULTANTS, INC. FOR PROFESSIONAL SERVICES IN THE AMOUNT OF $15,120.00 PER YEAR. Summary: The Village of Lake Barrington has been contracting out its IT services with the current vendor since 2019. In doing our due diligence, being transparent, and keeping cost effectiveness in mind, it was the decision of the Village staff with the consent of the Village Board to issue a Request for Proposals for Managed IT Services. Recommended Action: Motion to approve an Agreement Between the Village of Lake Barrington and DeKind Computer Consultants, Inc. for Professional Services in the Amount of $15,120.00 per year. B. CONSIDERATION OF A SMOKE TESTING PROPOSAL FROM DUKES ROOT CONTROL OF SOUTH ELGIN, IL IN THE AMOUNT OF $22,000 FOR SANITARY SEWER SMOKE TESTING IN THE BUSINESS PARK Summary: Smoke testing looks to pinpoint locations of I&I (Inflow and Infiltration) which is basically additional water that does not belong in the sewer system and can cause treatment facilities to become overwhelmed. By identifying and correcting sources of inflow and infiltration, smoke testing helps prevent sewer backups, street overflows, and unnecessary treatment costs. Smoke testing can also reveal plumbing leaks and faulty connections. The Village of Lake Barrington is looking to conduct smoke testing on its sewer system in the Business Park. Recommended Action: Motion to approve the Smoke Testing Proposal from Dukes Root Control of South Elgin, IL in the amount of $22,000.00 for Sanitary Sewer Smoke Testing in the Page 2 of 6  Business Park. Further, authorize the Village Administrator to expend a contingency up to 10% ($2,200) to cover any additions or changes due to unforeseen conditions and authorize the Village Administrator to execute the necessary documents. C. CONSIDERATION OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE JOINT EMERGENCY TELEPHONE SYSTEM BOARD OF LAKE COUNTY AND THE VILLAGE OF LAKE BARRINGTON. Summary: The new Joint Emergency Telephone System Board (JETSB) of Lake County oversees both the LakeComm dispatch center and the Lake County Sheriff's Office dispatch center. All Public Safety Access Points (PSAPs, which are 911 dispatch centers) are agencies that operate through either an Emergency Telephone System Board (ETSB) or JETSB. Because the Lake County ETSB and several other ETSBs and JETSBs are being dissolved and absorbed into the new JETSB of Lake County, the State of Illinois is now requiring LakeComm and the JETSB of Lake County to secure an acknowledgement from all the municipalities who were members of the dissolving ETSBs and JETSBs noting that they understand that they are now a part of the JETSB of Lake County. Recommended Action: Motion to approve the Memorandum of Understanding Between the Joint Emergency Telephone System Board of Lake County and the Village of Lake Barrington. D. CONSIDERATION OF AN ORDINANCE AMENDING THE VILLAGE OF LAKE BARRINGTON VILLAGE CODE AND IMPLEMENTING A MUNICIPAL GROCERY RETAILERS' OCCUPATION TAX AND A MUNICIPAL GROCERY SERVICE TAX FOR THE VILLAGE OF LAKE BARRINGTON. Summary: The State of Illinois Fiscal Year 2025 budget repealed the statewide tax on groceries with an effective date of January 1, 2026. The budget legislation granted municipalities the authority to pass a 1% local Grocery Tax Ordinance in advance of the January 1, 2026 effective date. A certified copy of the Ordinance must be submitted to the IDOR, postmarked by October 1, 2025 in order for the tax to be imposed beginning January 1, 2026. Recommended Action: Motion to approve Ordinance No. 2025-O-14, an Ordinance Amending the Village of Lake Barrington Municipal Code, and Implementing a Municipal Grocery Retailers' Occupation Tax and a Municipal Grocery Service Tax for the Village of Lake Barrington. E. CONSIDERATION OF AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF A CONTRACT WITH AMPS POWER SOLUTIONS FOR CONSULTING SERVICES TO BE PROVIDED TO THE VILLAGE OF LAKE BARRINGTON RELATIVE TO A PROPOSED SOLAR PROJECT. Summary: At the July Village Board meeting, the Board approved a Consulting Proposal from AMPS Power Solutions for the Lake Barrington Solar Feasibility Project. This evening, there is an Addendum to the Consulting Proposal to be considered by the Village Board. Recommended Action: Motion to approve Ordinance No. 2025-O-15, and Ordinance Approving and Page 3 of 6  Authorizing the Execution of a Contract with AMPS Power Solutions for Consulting Services to be Provided to the Village of Lake Barrington Relative to a Proposed Solar Project. F. CONSIDERATION OF AN ORDINANCE ESTABLISHING SPECIAL SERVICE AREA NUMBER SIXTEEN IN THE VILLAGE OF LAKE BARRINGTON. Summary: The Village Board held a Public Hearing on May 6, 2025 relative to the creation of Special Service Area Number Sixteen. At the Public Hearing, all interested persons including those that own taxable real property located within the proposed Village of Lake Barrington Special Service Area Number Sixteen were given an opportunity to be heard on the question of the creation of the Special Service Area Number Sixteen. After the closing of the Public Hearing, there was a 60 day period that allowed for any written objection(s) on the proposed establishment of Special Service Area Number Sixteen to be given to the Village Clerk, the due date was July 5, 2025. There were not any written objections filed with the Village Clerk, therefore, the Village Board will be considering an Ordinance to establish Special Service Area Sixteen this evening. Recommended Action: Motion to approve Ordinance No. 2025-O-16, an Ordinance Establishing Special Service Area Number Sixteen in the Village of Lake Barrington. G. CONSIDERATION OF AN ORDINANCE AMENDING THE VILLAGE OF LAKE BARRINGTON VILLAGE CODE (RE: TITLE 1, ADMINISTRATION: SECTION 1-10-7, "FEES, CHARGES AND OTHER AMOUNTS PAYABLE TO THE VILLAGE", AND TITLE 8, ZONING: SECTION 8-10-2, "HEARING REQUIRED; NOTICE", CHAPTER 10, "VARIANCES AND SPECIAL USES"). Summary: At the July Village Board meeting, the Village Board adopted an Ordinance amending the fees and the language in the code as it relates to appearing before the Plan Commission Zoning Board of Appeals. Included in that amendment was language regarding the signage that is put up notifying the public about a Public Hearing. In reviewing a separate section of the code with regards to a Zoning Variation, it was noted that section 8-10-2 B & C also needed to be updated to reflect the new language. This amendment will reflect that change and ensure that the sections of the code are consistent. Recommended Action: Motion to approve Ordinance No. 2025-O-17, an Ordinance Amending the Village of Lake Barrington Village Code (Re: Title 1, Administration: Section 1-10-7, "Fees, Charges, and Other Amounts Payable to the Village", and Title 8, Zoning: Section 8- 10-2, "Hearing Required; Notice", Chapter 10, "Variances and Special Uses"). H. CONSIDERATION OF AN APPLICATION FOR A TEMPORARY USE - SPECIAL EVENT FOR THE LAKE BARRINGTON COUNTRYSIDE PARK DISTRICT SPLASH PAD GRAND RE-OPENING AND 60TH ANNIVERSARY CELEBRATION. Summary: Staff received an inquiry from the Lake Barrington Countryside Park District to host their Splash Pad Grand Re-Opening and 60th Anniversary Celebration at Village Hall on Tuesday, August 19, 2025, or the rain date of Tuesday, September 16, 2025, from 5:30 p.m. to 7:30 p.m. Page 4 of 6  Recommended Action: Motion to approve the Application for a Temporary Use - Special Event for the Lake Barrington Countryside Park District to host their Splash Pad Grand Re-Opening and 60th Anniversary Celebration at Village Hall to be held on Tuesday, August 19, 2025, or the rain date of Tuesday, September 16, 2025, from 5:30 p.m. to 7:30 p.m. Recommended Action: Motion was made by Trustee XXXX and seconded by Trustee XXXX to approve Items 7. ORDINANCES A. CONSIDERATION OF AN ORDINANCE GRANTING ZONING VARIATIONS (RE: PROPERTY OF JOHN AND SHARON GEOCARIS, CO-TRUSTEES OF THE JOHN C. GEOCARIS AND SHARON A. GEOCARIS LISING TRUST DATED OCTOBER 24, 2024, AT 26844 W. LAKEVIEW DRIVE SOUTH). Summary: At the July 24, 2025 Plan Commission Zoning Board of Appeals meeting, the Plan Commission Zoning Board of Appeals granted a Zoning Variation to Petitioners John and Sharon Geocaris in order to permit the installation of a shed which would be approximately 8 feet wide and 10 feet long, and located on the south side of the property. The property is a corner lot, which would mean that the shed would be located in both the front yard setback, the side yard setback as well as the corner yard setback. CONSIDERATION OF AN ORDINANCE GRANTING A SPECIAL USE PERMIT AND VARIATIONS TO PERMIT THE INSTALLATION OF A SOLAR CANOPY SYSTEM (I.E., A "GROUND-BASED SOLAR ENERGY SYSTEM") ON THE PROPERTY AT 28005 W. INDUSTRIAL AVENUE, LAKE BARRINGTON, IL. Summary: At the June 12, 2025 Plan Commission Zoning Board of Appeals meeting, the Plan Commission Zoning Board of Appeals granted a Special Use Permit and Zoning Variation to Tangent Development LLC, (owner of record) and Mattson-Witt Precision Products, Inc. (tenant on property) located at 28005 W. Industrial Avenue, Lake Barrington to allow the Petitioner to install a solar canopy system (ground-based solar energy system) to serve the property with solar power. Recommended Action: Motion to approve Ordinance No. 2025-O-19, an Ordinance Granting a Special Use Permit and Variations to Permit the Installation of a Solar Canopy System (I.E., A "Ground-Based Solar Energy System") on the Property at 28005 W.
