CITY OF LAKE FOREST PARK BUDGET AND FINANCE COMMITTEE MEETING MINUTES September 18, 2025 It is noted that this meeting was held in person in the Emergency Operations Center at City Hall and virtually via Zoom. Budget & Finance Committee members present: Jon Lebo, Chair; Semra Riddle, Vice Chair (via Zoom); Paula Goode Budget & Finance Committee members absent: none Other Councilmembers present: Tracy Furutani, Larry Goldman, Ashton McCartney Staff present: Tom French, Mayor; Phillip Hill, City Administrator; Lindsey Vaughn, Finance Director; Mike Harden, Police Chief; Matt McLean, City Clerk Others present: 2 visitors CALL TO ORDER Chair Lebo called the September 18, 2025, Budget and Finance Committee meeting to order at 6:00 p.m. ADOPTION OF AGENDA Cmbr. Goode moved to adopt the agenda as presented. Chair Lebo seconded. The motion to adopt the agenda as presented carried unanimously. PUBLIC COMMENT Chair Lebo invited comments from the public. There being no one in the audience wishing to speak, Chair Lebo closed Public Comment. DIRECTOR’S REPORT June, July and August 2025 Budget Monitoring Dashboards Director Vaughn reviewed the August budget monitoring dashboard and responded to questions. NEW BUSINESS Budget and Finance Committee Meeting Minutes Approved by Council September 18, 2025 October 9, 2025 Investment Report: Government Agency Bonds Director Vaughn gave a brief presentation and responded to Council questions. Capital Improvement Plan Update Administrator Hill gave a brief presentation and responded to Council questions. CITY OF LAKE FOREST PARK CITY COUNCIL BUDGET AND FINANCE COMMITTEE MEETING Thursday, September 18, 2025 at 6:00 PM cityoflfp.gov Meeting Location: In Person and Virtual / Zoom 17425 Ballinger Way NE Lake Forest Park, WA 98155 INSTRUCTIONS FOR ATTENDING THIS MEETING VIRTUALLY: Join Zoom Webinar: https://us06web.zoom.us/j/88351661801 Call into Webinar: 253-215-8782 | Webinar ID: 883 5166 1801 The City Council Budget and Finance Committee is providing opportunities for public comment by attending in person to provide oral public comment. HOW TO PARTICIPATE WITH ORAL COMMENTS: If you are attending the meeting in person, there is a sign-in sheet located near the entrance to the Council Chambers. Fill the form out and the Presiding Officer will call your name at the appropriate time. Oral comments are limited to 3:00 minutes per speaker. Oral comments are not being accepted via Zoom. The meeting is being recorded. AGENDA 1. CALL TO ORDER: 6:00 P.M. 2. ADOPTION OF AGENDA 3. PUBLIC COMMENTS State law, RCW 42.17A.555, does not allow the use of public facilities to promote or oppose ballot measures. Promoting or opposing the City’s levy lid lift ballot measure during a council meeting would be the use of a public facility in violation of state law. This includes comments made during the Public Comment section of a Council meeting. The statute, however, does not limit your ability to support or oppose a ballot measure on your own time using your own resources. The Committee is not accepting online public comments. This portion of the agenda is set aside for the public to address the Committee on agenda items. However, the Committee may not respond to comments from the public. If the comments are of a nature that the Committee does not have influence or control over, then the Chair or presiding officer may request the speaker suspend their comments. Comments are limited to a three (3) minute time limit. 4. DIRECTOR'S REPORT A. June, July, and August 2025 Budget Monitoring Dashboards 5. NEW BUSINESS A.
