CITY COUNCIL SPECIAL MEETING MINUTES
September 18, 2025
It is noted that this meeting was held in person in the Emergency Operations Center at City
Hall and remotely via Zoom.
Councilmembers present: Tracy Furutani, Deputy Mayor; Larry Goldman, Vice Chair; Paula
Goode, John Lebo, Ashton McCartney, Semra Riddle (via Zoom), Ellyn Saunders
Staff present: Tom French, Mayor; Phillip Hill, City Administrator; Kim Adams Pratt, City
Attorney (via Zoom); Shannon Moore, HR Director; Matt McLean, City Clerk
Others present: No other visitors
CALL TO ORDER
Mayor French called the September 18, 2025, special meeting to order at 7:00 p.m.
ADOPTION OF THE AGENDA
Deputy Mayor Furutani moved to approve the agenda. Cmbr. Goode seconded. The
motion to approve the agenda as presented carried unanimously.
ITEMS FOR DISCUSSION, CONSIDERATION, AND/OR ACTION
Executive Session – Performance of a public employee per RCW 42.30.110(1)(g)
Mayor French announced that they would be going into executive session at 7:02 p.m. for
approximately 45 minutes to discuss the performance of a public employee, as per RCW
42.30.110(1)(g).
Council returned from Executive Session at 7:47 p.m. No action was taken.
ADJOURNMENT
There being no further business, the meeting adjourned at 7:48 p.m.
