December 11, 2025
It is noted that this meeting was held in person in the City Council Chambers and remotely via
Zoom.
Councilmembers present: Tracy Furutani, Deputy Mayor; Paula Goode, Jon Lebo, Matt
Muilenburg, Ellyn Saunders
Councilmembers absent: Larry Goldman, Vice Chair; Semra Riddle
Staff present: Tom French, Mayor; Phillip Hill, City Administrator; Lindsey Vaughn, Finance
Director; Mike Harden, Police Chief; Mark Hofman, Community Development Director;
Matt McLean, City Clerk

CALL TO ORDER
Mayor French called the December 11, 2025, City Council work session meeting to order at
6:00 p.m.
ADOPTION OF AGENDA
Deputy Mayor Furutani moved to adopt the agenda as presented. Cmbr. Goode
seconded. The motion to adopt the agenda as presented carried unanimously.
PROCLAMATIONS
