1. CALL TO ORDER
Mayor Nexsen called the meeting to order at 5:45 p.m.
2. PLEDGE OF ALLEGIANCE
The Mayor led in the Pledge of Allegiance.
3. ROLL CALL
Present: 7- Mayor Mark S. Nexsen, Councilmember Dean Barlow,
Councilmember Donna McCoy, Vice Mayor Don Callahan,
Councilmember Jeni Coke, Councilmember Cal Sheehy and
Councilmember Michele Lin
4. CALL TO THE PUBLIC
There were no requests to address the Council.
5. PUBLIC HEARINGS
5.1 ID 16-0991 Adopt Resolution No. 16-3107 Declaring and Adopting the Official
Canvass of the Results of the General Election Held on November 8, 2016,
and Declaring an Emergency
City Clerk Kelly Williams advised that on Tuesday, November 8, 2016, Lake Havasu
City held a General Election for the purpose of electing one councilmember and a
question on whether to ratify the Lake Havasu 2016 General Plan. She said on Monday,
November 21, 2016, the Mohave County Board of Supervisors canvassed and declared
the November 8, 2016, General Election returns official by Mohave County Resolution
No. 2016-147.
Ms. Williams said the official results of the Lake Havasu City General Election were as
follows:
The total number of ballots cast in the Lake Havasu City General Election was 25,950.

Total votes cast for Office of Councilmember:
Clark, Sylvia 9,634
Groat, Gordon 9,989

Total votes cast for Prop 405 (Ratify the Lake Havasu City 2016 General Plan):

Ms. Williams said staff recommends approval of Resolution No. 16-3107 accepting the
November 8, 2016, General Election returns as presented, canvassed, and declared
official.
Mayor Nexsen opened the public hearing. There being no comments, he closed the public
hearing.
Vice Mayor Callahan moved to adopt Resolution No. 16-3107 accepting the results of
the November 8, 2016, General Election as presented, canvassed, and declared
official by the Mohave County Board of Supervisors by their Resolution No.
2016-147, and declaring an emergency, seconded by Councilmember Barlow, and
carried by the following vote:
Aye: 7 - Mayor Nexsen, Councilmember Barlow, Councilmember
McCoy, Vice Mayor Callahan, Councilmember Coke,
Councilmember Sheehy and Councilmember Lin
Ms. Williams said based on the certification of the Official Canvass of the November 8,
2016, Lake Havasu City General Election results, it is found, determined, and declared of
record that Prop 405 ratifying the Lake Havasu City 2016 General Plan passed.
Ms. Williams said further based on the certification of the Official Canvass of the
November 8, 2016, Lake Havasu City General Election results, it is found, determined,
and declared of record that Gordon Groat was elected to the Office of Councilmember in
and for Lake Havasu City and is issued a Certificate of Election.
Mayor Nexsen presented Mr. Gordon Groat with a Certificate of Election.
6. ADJOURN
Upon motion by Councilmember Barlow and seconded, the meeting adjourned at 5:50

Lake Havasu City endeavors to ensure the accessibility of all of its programs, facilities, and services to all persons

Anyone wishing to address the council on an item not shown on the agenda should fill out a “Call to the Public”
form, which will be found on the desk located at the entrance to the meeting room, and hand it to the City Clerk.
Action as a result of public comment on an item not on the agenda will be limited to directing staff to study the
matter or rescheduling the matter to a later date.
The City Council may vote to hold an executive session for the purpose of obtaining legal advice from the City’s
attorney on any matter listed on the agenda under A.R.S. § 38-431.03(A)(3).

We will now have an open call to the public for citizens wishing to address the council on issues within the
jurisdiction of the city. Your comments must be limited to five (5) minutes or less. If you wish to address an
item already on tonight’s agenda, you should wait until that item is announced for a public hearing. At the
conclusion of the open call to the public, individual members of the council may respond to criticism made
by those who have addressed the council, may ask staff to review a matter or may ask that a matter be put
on a future agenda. However, members of the council cannot discuss or take legal action on matters not
already on the agenda.
