CALL TO ORDER Vice Mayor Lane called the meeting to order at 6:00 p.m. 2. INVOCATION: Pastor Dale Ray, Lakeview Community Church There was no invocation given. 3. PLEDGE OF ALLEGIANCE: Lake Havasu Republican Women The Lake Havasu Republican Women led in the Pledge of Allegiance. 4. ROLL CALL Present: 6- Vice Mayor David Lane, Councilmember Jeni Coke, Councilmember Gordon Groat, Councilmember Michele Lin, Councilmember Donna McCoy and Councilmember Jim Dolan Absent: 1- Mayor Cal Sheehy 5. CALL TO THE PUBLIC Ms. Susan Stocker, resident, addressed the Council concerning the lack of code enforcement on vacation rentals. She said she has made numerous complaints regarding the noise level to the City and Police Department for over two years regarding a vacation rental located on Cliffrose Drive. She said there are over one hundred unlicensed vacation rental homes making it difficult for one code enforcement officer to enforce over 611 vacation rentals in Lake Havasu City. Ms. Stocker said residents are frustrated and asked for help from the Council. Ms. Bonnie Toy, resident, addressed the Council concerning pedestrians using the crosswalks in the downtown area intersections with flashing yellow lights. She said vehicles are not yielding to the pedestrians in the crosswalks making it a safety hazard. Ms. Toy asked the Council to address this issue. Ms. Lisa Krueger, President of the Lake Havasu Area Chamber of Commerce, addressed the Council and introduced new Chamber members. Lake Havasu City Page 1 Printed on 9/5/2019 City Council Minutes - Final July 23, 2019 Mr. Mark Wilkins, resident, addressed the Council and said he moved to Lake Havasu City approximately one year ago and researched vacation rentals located near his property. He said the City has a site listing the vacation rentals along with their contact information; however, with minimal enforcement on these properties and no funds for enforcement, why have the codes. 6. CONSENT AGENDA 6.1 ID 19-2093 Approve the July 9, 2019, City Council Regular Meeting Minutes (Kelly Williams) 6.2 ID 19-2088 Adopt Resolution No. 19-3337 Abandoning the Northerly 296.83-Foot Portion of the 20-Foot by 306.83-Foot Public Utility and Drainage Easement Running Along the Common Property Line of Tract 2216, Block 13, Lots 7 & 8, and Accepting Dedication of a New 16-Foot Public Utility Easement Along the Entire Easterly Property Line of Tract 2216, Block 13, Lot 8 (Luke Morris) 6.3 ID 19-2089 Approval of a Final Condominium Subdivision Plat for a Re-Plat of “The Shops at Lake Havasu City” Tract 2396A at 5601 Highway 95 North and a Common Parcel (Stuart Schmeling) 6.4 ID 19-2070 Approve Microsoft Volume Software Licensing Package (Jonathan Baskette) 6.5 ID 19-2092 Call for Executive Session Pursuant to A.R.S.§ 38-431.03(A) 5:00 p.m. Tuesday, August 13, 2019 (Kelly Williams) Councilmember Groat moved to approve the Consent Agenda as presented, seconded by Councilmember Dolan, and carried by the following vote: Aye: 6 - Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember Lin, Councilmember McCoy and Councilmember Dolan Absent: 1 - Mayor Sheehy 7. CORRESPONDENCE, COMMUNICATIONS, PETITIONS, ANNOUNCEMENTS, CITY MANAGER REPORT 7.1 ID 19-2094 Announce Vacancies on Lake Havasu City Boards, Committees, and Commissions (Kelly Williams) City Clerk Assistant Shannon Davis announced the current vacancies on various Lake Havasu City Boards, Committees, and Commissions. 7.2 ID 19-2091 City Manager’s Report (Jess Knudson) Lake Havasu City Page 2 Printed on 9/5/2019 City Council Minutes - Final July 23, 2019 City Manager Jess Knudson reported on the following: • Mayor Sheehy proclaimed July 14, 2019, as Lance Yearick Day for earning his eagle rank on his project of redesigning and installing new directional signage along the Bridgewater Channel. • A new 3-way stop sign is being installed at the intersection of Acoma Boulevard and Saratoga Avenue to enhance traffic safety and flow. • The Lake Havasu City Police and Fire Departments conducted joint training exercises at the Lake Havasu High School to improve response times of an active assailant threat in the public school environment. • The next Coffee with the Mayor and City Manager will be held at Mohave Community College on August 2, 2019, at 8:30 a.m. • Congratulations to Human Resources Manager Shirlee Palbicki for retiring with the City after 20 years of service. • The inaugural Junior Lifeguard Olympics Training was held at the Lake Havasu Aquatic Center on July 17, 2019. 8. PUBLIC HEARINGS 8.1 ID 19-2101 Adopt Ordinance No. 19-1219 Amending City Code Section 11.08.710, Fueling and Defueling, Regarding Hot Fueling (Damon Anderson) Airport Supervisor Damon Anderson addressed the Council and advised that this ordinance was introduced at the last Council meeting. Vice Mayor Lane opened the public hearing. There being no comments, he closed the public hearing. Councilmember Coke moved to adopt Ordinance No. 19-1219 amending City Code Section 11.08.710, Fueling and Defueling, seconded by Councilmember McCoy, and carried by the following vote: Aye: 6 - Vice Mayor Lane, Councilmember Coke, Councilmember Groat, Councilmember Lin, Councilmember McCoy and Councilmember Dolan Absent: 1 - Mayor Sheehy 9. CURRENT EVENTS There were no Council committee reports. 10. CALL TO THE PUBLIC There were no requests to address the Council. 11.
