Mayor Sheehy called the meeting to order at 6:00 p.m.
2. INVOCATION: Chaplain Bea Evans, City On A Hill International Church
Chaplain Bea Evans with City on a Hill International Church gave the invocation.
3. PLEDGE OF ALLEGIANCE: Only Orchids Charity Group
The Only Orchids Charity Group led in the Pledge of Allegiance.

7.1 ID 19-2171 Announce Vacancies on Lake Havasu City Boards, Committees, and
Commissions (Kelly Williams)
City Clerk Kelly Williams announced the current vacancies on various Lake Havasu City
Boards, Committees, and Commissions.
7.2 ID 19-2164 City Manager’s Report (Jess Knudson)
Public Works Director Greg Froslie reported on the following:
• City employees wore purple in support of the Lake Havasu City Varsity Football
team.
• A Ribbon Cutting Ceremony was held on September 26, 2019 for Savon Bath
Treats.
• A Ribbon Cutting Ceremony was held on September 28, 2019 for Dollar
General.
• Proclaimed September 29, 2019, as Goldstar Mother’s Day.
• A Key to the City was presented to Reverend Richard and Grace Tatham for
50 years at Stonebridge Christian Fellowship Church and their contributions to the
community.
• Proclaimed September 30, 2019, as Elks Poster and Essay Contest Night.
• Congratulated Congressman Gosar on achieving the US Chamber’s Spirit of
Enterprise Award.

• A special London Bridge lighting was held on October 4, 2019, in honor of
Domestic Violence Awareness Month.
• Proclaimed October 4, 2019, as Breast Cancer Awareness.
• The City received the Certificate of Achievement for Excellence in Financial
Reporting from the Government Finance Officers Association for a
Comprehensive Annual Financial Report (CAFR).
• Census 2020 Update.
8. PUBLIC HEARINGS
8.1 ID 19-2150 Series #07 Beer and Wine Bar Liquor License, Desert Martini, 2120
McCulloch Boulevard/McKim (Kelly Williams)
Ms. Williams advised that Ms. Laurie McKim has applied for a Series #07 Beer and Wine
Bar Liquor License for Desert Martini located at 2120 McCulloch Boulevard. Ms.
Williams noted that all posting requirements have been met, all fees have been paid, and
no objections were received.
Mayor Sheehy opened the public hearing. There being no comments, he closed the public
hearing.
Vice Mayor Lane moved to recommend that the Arizona Department of Liquor
Licenses & Control approve a Series #07 beer and wine bar liquor license for Desert
Martini, 2120 McCulloch Boulevard, seconded by Councilmember Coke, and
carried by the following vote:
Aye: 5 - Mayor Sheehy, Vice Mayor Lane, Councilmember Coke,
Councilmember Groat and Councilmember McCoy
Absent: 2 - Councilmember Lin and Councilmember Dolan
9. CURRENT EVENTS
Vice Mayor Lane reported that the Lake Havasu Metropolitan Planning Organization held
a Regional Transit Feasibility Study and Open House that was open to the public on
October 3 and 4, 2019. Vice Mayor Lane thanked those that attended and provided
feedback on the City’s needs for public transportation.

Lake Havasu City endeavors to ensure the accessibility of all of its programs, facilities, and services to all persons

Action as a result of public comment on an item not on the agenda will be limited to directing staff to study the
matter or rescheduling the matter to a later date.
The City Council may vote to hold an executive session for the purpose of obtaining legal advice from the City’s
attorney on any matter listed on the agenda under A.R.S. § 38-431.03(A)(3).

We will now have an open call to the public for citizens wishing to address the council on issues within the
jurisdiction of the city. Your comments must be limited to three (3) minutes or less. If you wish to address
an item already on tonight’s agenda, you should wait until that item is announced for a public hearing. At the
conclusion of the open call to the public, individual members of the council may respond to criticism made
by those who have addressed the council, may ask staff to review a matter or may ask that a matter be put
on a future agenda. However, members of the council cannot discuss or take legal action on matters not
already on the agenda.
