1. CALL TO ORDER
Chairman Harris called the meeting to order at 9:00 a.m.
Due to the COVID-19 pandemic, public attendance is suspended and the Planning and
Zoning meeting is being held through technological means. Public participation is
encouraged through several options, including viewing the meeting on Channel 4, live
stream on the City’s website, or by calling-in to listen by telephone.
2. PLEDGE OF ALLEGIANCE
Chairman Harris led the Pledge of Allegiance.
3. ROLL CALL
Present: 5- Jim Harris, Lucas Still, Mychal Gorden, Doug Hardy and Chad
Nelson
Absent: 3- Donald Bergen, Dan McGowan and Suzannah Ballard
The following Members were present in the meeting via remote conferencing: Mychal
Gorden, Luke Still, Doug Hardy, and Chad Nelson.
4. MINUTES
Mr. Nelson made a motion to approve the minutes of the last meeting, seconded by
Mr. Gorden, and carried by the following unanimous role call vote:
Aye: 5 - Harris, Still, Gorden, Hardy and Nelson
Absent: 3 - Bergen, McGowan and Ballard

5. CORRESPONDENCE AND ANNOUNCEMENTS
Mr. Morris thanked the Commission and stated that Mr. White has resigned from his
Alternate position so there are now two vacancies. Anyone interested may submit their
application to the City Clerk. Also, April is Census month and Mr. Morris encouraged
everyone to partake in the Census 2020. Filling out the census form is quick and easy and

benefits the entire City.
6. PUBLIC HEARING
ID 20-2338 Request to Amend the Parking-In-Common Masterplan for Tract 2217,
Block 20, by Removing Lots 1, 2, & 3, 3201 & 3207 Maricopa Avenue, to
Allow Vehicular Access for Fuel Pumps with a Canopy, a Drive-Thru, and
a Carwash in the C-SGD (Commercial Southgate District)
Mr. Morris thanked the Chairman and presented a PowerPoint slideshow and narrative
including some of the following key points:
• Separate request for a Conditional Use Permit (CUP) as second item on agenda for
the same properties.
• Subject property (3 lots) at corner of Oro Grande Blvd. and Maricopa Ave, near
Bashas' shopping center.
• Adjacent property is owned by the applicant and developed as a self-serve carwash.
• Four previous amendments to the original PIC masterplan for this block.
• Request is to allow vehicular access for fuel pumps with a canopy, a convenience store
drive-thru, and a self-service carwash.
• Access off of Maricopa Ave. with cross connections to abutting properties and alley.
• The two parcels on the corner are not included as part of the parking-in-common (PIC)
masterplan.
• Three neighboring properties have gone through PIC Amendment, including Dairy
Queen.
• Request to allow vehicular access for fuel pumps with a canopy, convenience store
drive-thru, and a self-service carwash.
• 19 required parking spaces: (13) convenience store, (3) drive thru, and (1) wash bay.
• Project will require design review to ensure code compliance.
Mr. Still asked if there was a neighborhood meeting and any opposing comments. Mr.
Morris stated that a neighborhood meeting is not required; however, a PIC Amendment
requires a minimum approval of 75% of the block owners. The applicant submitted
approvals from 7 of the 9 property owners which translates to 78% approval. No opposing
comments were received from anyone.
Travis Cook, applicant, participating in the meeting via remote conference stated he had
no additional comments and was available for questioning.
Chairman Harris stated this is a Public Hearing and opened the meeting to any public
comments received. Secretary LaFrano stated no comments were received during the
posted Open to the Public time frame. Chairman Harris closed the Public Hearing.
Staff found the proposed amendment has a minimal impact on the overall implementation

of the adopted P-I-C Plan for Block 20 of Tract 2217. Based on the findings, the
Development Review Committee recommended that the Parking-In-Common Masterplan
for Tract 2217, Block 20, be amended by removing lots 1, 2, & 3, to allow vehicular
access for fuel pumps with a canopy, a drive-thru, and a carwash in the C-SGD District,
with the following conditions:
1. The project shall substantially match the site plan submitted with the application, and
2. If the property is not developed per this approval, it shall be developed to conform to
the original PIC Masterplan.
Mr. Still made a motion to approve [ID 20-2338, Parking In Common Amendment]
per staff recommendation, seconded by Mr. Hardy, and carried by the following roll
call vote:

Absent: 3 - Bergen, McGowan and Ballard
ID 20-2339 Request to Approve Conditional Use Permit #20-00300002 to Allow a
Three-Bay, Self-Service Car Wash on Tract 2217, Block 20, Lots 1, 2, &
3, 3201 & 3207 Maricopa Avenue, in the C-SGD (Commercial Southgate
District)
Mr. Morris thanked the Chairman and presented a PowerPoint slideshow and narrative

• Same property as previous (PIC) item on today’s agenda.
• Car wash requires Conditional Use Permit (CUP) in this (C-SGD) District.
• Subject property (3 lots) at corner of Oro Grande Blvd. and Maricopa Ave, near

• Conditional Use is only for car wash portion of this project.
• Adjacent property is owned by the applicant and developed as a self-serve carwash.
• Project will require design review to ensure code compliance.

14.05.04 G. Based on the findings, the Development Review Committee recommended
approval of Conditional Use Permit 20-0030002, to allow a three-bay, self-service car
wash on Tract 2217, Block 20, Lots 1, 2, & 3, in the C-SGD, with the following
condition:

1. The proposed project shall go through the formal Design Review process to determine
that all sections of the Development Code have been met.
Mr. Nelson made a motion to approve ID 20-2339, a request for a Conditional Use
Permit to allow a car wash in the C-SGD (Commercial Southgate District) with
Staff's recommendations, seconded by Mr. Gorden, and carried by the following roll
call vote:
Aye: 5 - Harris, Still, Gorden, Hardy and Nelson
Absent: 3 - Bergen, McGowan and Ballard
7. FUTURE MEETING
The next Regular meeting is scheduled for May 6, 2020.
