CALL TO ORDER Chairman Harris called the meeting to order at 9:00 a.m. Due to the COVID-19 pandemic, public attendance is suspended and the Planning and Zoning meeting is being held through technological means. Public participation is encouraged through several options, including viewing the meeting on Channel 4, live stream on the City’s website, or by calling-in to listen by telephone. 2. PLEDGE OF ALLEGIANCE Chairman Harris led the Pledge of Allegiance. 3. ROLL CALL Present: 7- Jim Harris, Mychal Gorden, Doug Hardy, Donald Bergen, Dan McGowan, Chad Nelson and Suzannah Ballard Absent: 1- Lucas Still 4. MINUTES Mr. Hardy made a motion to approve the minutes of the last meeting. The motion was seconded by Mr. Nelson, and carried by the following vote: Aye: 7 - Harris, Gorden, Hardy, Bergen, McGowan, Nelson and Ballard Absent: 1 - Still Approval of Regular Meeting Minutes from April 15, 2020. 5. CORRESPONDENCE AND ANNOUNCEMENTS None. 6. PUBLIC HEARING ID 20-2356 Request to Rezone 1850 Bahama Ave, Tract 115, Block 4, Lots 11, 12, 13, 21, 22, 23, and Tract 115, Block 5, Lots 1 Through 9, from R-M/PD (Multiple Family/Planned Development District) to R-M (Multiple Family District) Lake Havasu City Page 1 Printed on 5/26/2020 Planning and Zoning Commission Minutes - Final May 6, 2020 Mr. Gorden recused himself due to conflict of interest. Alternate Member Ballard was seated. Mr. Morris thanked the Chairman and presented a PowerPoint slideshow and narrative including some of the following key points: • Property located on Bahama Ave., also accessed off Bimini Lane. • The subject properties are zoned RM-PD (Residential Multi-Family/Planned Development). • The request encompasses 15 lots and portions of vacated ROW. • Lots originally combined under a subdivision known as Sonoran Hills Condominium in 2003. • Sonoran Hills project never built. Original map of subdivision was shown. • Under old code, PD required if more than 4 acres of land were to be developed. • After Development Code update, PD no longer required. • Applicant requesting to rezone back to R-M, removing Planned Development. Mr. Gorden, Desert Land Group, stated he was available for questions from the Commission. There were none. Chairman Harris stated this is a Public Hearing and opened the meeting to any public comments received. Secretary LaFrano stated no comments were received during the posted Open to the Public time frame. Chairman Harris closed the Public Hearing. Mr. Morris stated that Staff found the request meets all the requirements set forth in Section 14.05.04(K)(6) of the Lake Havasu City Development Code. Based on the findings, the Development Review Committee recommends approval of the request to rezone 1850 Bahama Avenue, Tract 115, Block 4, Lots 11, 12, 13, 21, 22, 23, and Tract 115, Block 5, Lots 1 through 9, from R-M/PD (Multiple Family/Planned Development District) to R-M (Multiple Family District). The P&Z Commission's recommendation will be heard by City Council on June 9, 2020. Mr. Nelson made a motion to recommend approval of land use action No. 20-2356, rezoning 1850 Bahama Avenue, Tract 115, Block 4, Lots 11, 12, 13, 21, 22, 23, and Tract 115, Block 5, Lots 1 through 9, from R-M/PD to R-M, seconded by Mr. McGowan. The motion carried by the following role call vote: Aye: 6 - Harris, Hardy, Bergen, McGowan, Nelson and Ballard Excused: 1 - Gorden Absent: 1 - Still 7. CALL TO THE PUBLIC Chairman Harris opened the Call to the Public. Chairman Harris closed the Open to the Public Hearing. 8. FUTURE MEETING The next Regular meeting is scheduled for May 20, 2020. 9.
