CALL TO ORDER Vice Chairman Gorden called the meeting to order at 9:02 a.m. Due to the COVID-19 pandemic, public attendance is suspended and the Planning and Zoning meeting is being held through technological means. Public participation is encouraged through several options, including viewing the meeting on Channel 4, live stream on the City’s website, or by calling-in to listen by telephone. 2. PLEDGE OF ALLEGIANCE Vice Chairman Gorden led the Pledge of Allegiance. 3. ROLL CALL Present: 6- Lucas Still, Mychal Gorden, Doug Hardy, Donald Bergen, Chad Nelson and Suzannah Ballard Absent: 3- Jim Harris, Dan McGowan and Matthew Mitchell Alternate Member Ballard was seated. 4. MINUTES Mr. Still, made a motion to approve the minutes of the last meeting, seconded by Ms. Ballard, and carried by the following roll call vote: Aye: 6 - Still, Gorden, Hardy, Bergen, Nelson and Ballard Absent: 3 - Harris, McGowan and Mitchell Approval of Regular Meeting Minutes from May 6, 2020. 5. CORRESPONDENCE AND ANNOUNCEMENTS Mr. Schmeling stated that, due to technical malfunctions, a visual Powerpoint presentation will not be available to the public; however, all members received a hard copy. 6. PUBLIC HEARING ID 20-2371 A Request for a Zone Change for 4100 Arizona Boulevard, Tract 2253, Lake Havasu City Page 1 Printed on 6/23/2020 Planning and Zoning Commission Minutes - Final May 20, 2020 Block 2, Lot 1, from C-1 (Limited Commercial District) to R-2 (Two-Family Residential District). Mr. Schmeling stated the following key points: • Property located at the corner of Arizona Boulevard and Sandy Drive. • Property is about half an acre. • Neighborhood commercial node area identified in the General Plan projected to go away and become residential. • C-1 (Limited Commercial) requesting to be rezoned to R-2 (Two-Family Residential) for residential purposes. • In 2017, City Council approved a rezone from C-1 to R-2 for neighboring Lots 12 and 13. Bruce Davis, applicant, was present and available for questioning; however, there were none. Vice Chairman Gorden opened the Public Hearing for any comments. Hearing none, Vice Chairman Gorden closed the Public Hearing. Mr. Schmeling stated that Staff finds that the request meets all the requirements set forth in Section 14.05.04(K)(6) of the Lake Havasu City Development Code. Based on the findings, the Development Review Committee recommends approval of the request to rezone 4100 Arizona Boulevard, Tract 2253, Block 2, Lot 1, from C-1 (Limited Commercial District) to R-2 (Two-Family Residential District). P&Z Commission's recommendation will go to City Council’s June 23, 2020 meeting. Mr. Nelson made a motion to approve [recommend approval to City Council] ID 20-2371, a request for a zone change at 4100 Arizona Boulevard, Tract 2253, Block 2, Lot 1, from C-1 (Limited Commercial) to R-2 (Two-Family Residential) District, seconded by Ms. Ballard. The motion carried by the following roll call vote: Aye: 6 - Still, Gorden, Hardy, Bergen, Nelson and Ballard Absent: 3 - Harris, McGowan and Mitchell 7. CALL TO PUBLIC None. 8. FUTURE MEETING The next Regular meeting is scheduled for June 3, 2020. 9.
