1. CALL TO ORDER
Chairman Harris called the meeting to order at 9:00 a.m.
2. PLEDGE OF ALLEGIANCE
Chairman Harris led the Pledge of Allegiance.
3. ROLL CALL

4. CORRESPONDENCE AND ANNOUNCEMENTS
Mr. Morris informed the Commissioners that a packet has been placed before them at the
request of Mr. Keith Turner. The packet is a petition, filed on July 15th, objecting to
APX West Investment proposed amendment to a development plan for a project called
Trinity Development up at the Foothills Estates, basically Phase III, the northwest portion
of the property. This is informational only as the City has not received a submittal for a
planned development or a rezone for the property. If a project comes forward, it will
come before this body as a public hearing.
5. MINUTES
Approval of Regular Meeting Minutes from July 6, 2022.
Mr. Diaz made a motion to approve the minutes of the last meeting. The motion
was seconded by Ms. Ballard and carried by the following vote:

Mr. Lehr recused himself due to a conflict of interest and Alternate Members Mitchell and
Wilson were seated.
Mr. Morris thanked the Chairman and presented a PowerPoint slideshow and narrative
including some of the following key points:
• The subject Lots 1, 2, & 3 in Block 2, together measure .77 acres and are located on
El Camino Dive, just east of London Bridge Road.
• An alley abuts the east side of Lot 1 and wraps around behind all three subject lots to
the end of the block.
• Lot 1, on the corner, is developed with a commercial stone and tile sales building with
accessory outdoor storage.
• Lots 2 and 3 are vacant and undeveloped.
• The properties are part of Block 2 within Tract 2194, which has Parking-In-Common
and Building Areas established per the recorded tract map.
• The lots are 215 feet deep, with the first 85 feet set aside as the Building Area and the
rear 130 feet as Parking-In-Common.
• This rezone request does not modify these parking and building areas.
• Any changes to the Parking-In-Common area will require a separate application
submittal and review through a Parking-In-Common amendment.
• The subject properties and the properties to the east in this block are zoned Limited
Commercial (C-1) and developed with a mix of commercial uses, a church, and
vacant lots.
• The properties to the south are a mix of C-1 and C-2 zoning and developed as a hotel,
a vacant lot, a restaurant, and outdoor storage.
• The property to the west, across the alley, is a vacant corner lot abutting London
Bridge Road and is zoned C-2. The properties to the north, across the alley, are zoned
Residential Manufactured Home (RMH) and developed as such.
• Several lots in this area were previously rezoned from C-1 to C-2.
• The lots at 375, 385, and 395 El Camino Way were rezoned in April 2017 and the lots
at 1536, 1540, and 1546 El Camino Drive were rezoned in August 2017.
• The applicant’s Letter of Intent asks to amend the zoning from Limited Commercial
(C-1) to General Commercial (C-2) to facilitate development of future improvements
that may include a warehouse and wholesale distribution, which are allowed in the C-2
zoning district.
Mr. Diaz questioned why other lots have been rezoned from C-1 to C-2. Mr. Morris
stated the El Camino Way lots were rezoned for open lot storage, then got a conditional
use permit for that use, which is allowed in C-2. They also have a Parking-in-Common
amendment to allow storage in the parking area. Mr. Morris stated the other lots were
rezoned to C-2 and went through the same process. The General Plan does support C-2
in this area.

Ms. Dzuro asked for clarification, that this is not to change the use to fabrication. Mr.
Morris stated the applicant is asking for the property to be rezoned to (C-2) General
Commercial. Any use allowed in a C-2 zoning district could be allowed after the zoning
change. Typically, fabrication, depending on the level of it, would require (L-I) Light
Industrial zoning. A limited aspect of fabrication may be allowed in C-2. Staff would have
to review and see how much of the building area and the property is being used for that
fabrication type use. If it is something that is ancillary or accessory to the main use, then
it might be allowed in C-2, then it might be allowed in that use. Otherwise, if it is straight
up fabrication, then it would typically be (L-I) Light Industrial use zoning and would have
to come before the Commission for review. Ms. Dzuro stated that she is concerned about
any fabrication noise affecting the apartment building across the street and housing on the
other side of the street behind them.
Chairman Harris stated that, typically, C-2 properties are usually contained indoors. They
do allow storage on those properties but any time there is some sort of fabrication or
something like that, it would be taken into consideration, as long as it is light fabrication,
indoors, light noise, etc.; yes, they would have to apply for that.
The applicant was present; however, refrained from any comments.
Chairman Harris opened the Public Hearing, hearing none, he closed the Public Hearing.
Mr. Morris stated that based on the findings, the Development Review Committee
recommends the Planning Commission forward a recommendation of approval to the City
Council for Land Use Action No. 22-3379, a Zone Change for 1509, 1515, & 1519 El
Camino Drive, Tract 2194, Block 2, Lots 1, 2, & 3, from Limited Commercial (C-1) to
General Commercial (C-2) district. This item will go to the August 23, 2022, City Council
meeting with the Commission’s recommendation.
Chairman Harris stated that, for edification of new members of the Commission, zoning
requests like do not necessarily have to have a planned use to go with the application. The
zoning either warrants the use or not.
Ms. Ballard made a motion to approve [recommend that the City Council approve
Land Use Action .] No. 22-3379, a request for a Zone Change for 1509, 1515, & 1519
El Camino Drive, Tract 2194, Block 2, Lots 1, 2, & 3, from Limited Commercial
(C-1) to General Commercial (C-2) District. The motion was seconded by Ms.
Wilson and carried by the following vote:
Aye: 6 - Harris, Mitchell, Medley, Ballard, Dzuro and Wilson

7. CALL TO PUBLIC

8. FUTURE MEETING
The meeting for August 3, 2022 has been cancelled, as no items were received. The next
Regular meeting is scheduled for August 17, 2022 and items have been submitted for this
meeting.
Chairman Harris stated he will not be available for this meeting.
9. ADJOURNMENT
Chairman Harris adjourned the meeting at 9:13 a.m.
