CALL TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Present: 9- Jim Harris, Chad Nelson, Gabriele Medley, David Diaz, Suzannah Ballard, Joan Dzuro, Dane Hatch, Paul Lehr and Tiffany Wilson Absent: 1- Matthew Mitchell 6. CORRESPONDENCE AND ANNOUNCEMENTS Mr. Morris requested Item 6-Correspondence and Announcements be heard prior to 4 and 5- Election of Chair and Vice Chair, to announced changes to the Commission with new and alternate members being appointed and reappointed. The updates were: Chad Nelson reappointed as Regular Member, Paul Lehr moved from Alternate to Regular Member, Joan Dzuro is a new Regular Member, Matthew Mitchell reappointed as Alternate Member, and Tiffany Wilson and Dane Hatch are new Alternate Members. Congratulations to all. Mr. Morris also thanked current and new members for their service and dedication in this important role, appreciating all that they do towards giving back to the community. Mr. Nelson expressed his appreciation with the selection and recommendation process for the selected candidates. He also stated City Council and the recommendation committee did a great job. 4. ELECTION OF CHAIR Ms. Ballard made a motion to nominate Jim Harris as Chairman. The motion was seconded by Mr. Diaz and carried by the following vote: Aye: 7 - Harris, Nelson, Medley, Diaz, Ballard, Dzuro and Lehr 5. The motion was seconded by Mr. Lehr and carried by the following vote: Aye: 7 - Harris, Nelson, Medley, Diaz, Ballard, Dzuro and Lehr 7. MINUTES Approval of Regular Meeting Minutes from June 15, 2022. Ms. Ballard made a motion to approve the Minutes of the Regular meeting from June 15th as presented. The motion was seconded by Ms. Medley and carried by the following vote: Aye: 7 - Harris, Nelson, Medley, Diaz, Ballard, Dzuro and Lehr 8. PUBLIC HEARING ID 22-3378 Request for a Preliminary Subdivision Plat for AZCO Storage Condominiums, at 1075 Aviation Dr, Tract 2290, Block 3, Lots 6 & 7, Creating a 31-Unit Storage Condominium Subdivision in the Light Industrial (LI) District Mr. Kearns thanked the Chairman and presented a PowerPoint slideshow and narrative including some of the following key points: • The subject property is located on Aviation Drive, North of Kiowa Avenue, between Aviation Court and Empire Court. • The properties to the North, South and East are zoned Light Industrial (LI) District and developed as industrial uses. • The properties to the West are zoned General-Commercial (C-2) District and developed with storage units. [Preliminary Plat Map shown on screen.] • The site is currently being developed into a 31-unit storage complex that is nearing completion. The proposed condominium plat will convert the units into condominiums and allow them to be individually owned and included as part of an association along with the common portions of the development. • The project includes: • 31 storage units • Common shared area and Public Utility Easement • The project will have a property owners association to manage and maintain the association improvements. • Common area will be privately owned and the water and wastewater within the subdivision is installed and maintained by the association. Jeff Tyson, Partner/Association member thanked the commission and stated it is their goal to make this a high end, highly maintained owner operated business,with a five-member ownership. Owners will be onsite to ensure it is not an eyesore. He stated he was available for questions; however, there were none. Chairman Harris opened the Public Hearing, hearing none, he closed the Public Hearing. Mr. Kearns stated that based on the findings, the Development Review Committee recommends approval of Land Use Action 22-3378, a Preliminary Subdivision Plat for AZCO Storage Condominiums, at 1075 Aviation Drive, Tract 2290, Block 3, Lots 6 & 7, creating a 31-Unit Storage Condominium Subdivision in the Light Industrial (LI) District. Ms. Ballard made a motion to approve ID 22-3378, a request for a preliminary subdivision plat for AZCO Storage Condominiums, at 1075 Aviation Dr, Tract 2290, Block 3, Lots 6 & 7, creating a 31-unit storage condominium subdivision in the Light Industrial (LI) District . The motion was seconded by Mr. Nelson and carried by the following vote: Aye: 7 - Harris, Nelson, Medley, Diaz, Ballard, Dzuro and Lehr 9. CALL TO PUBLIC None. 10. FUTURE MEETING The next regular meeting is scheduled for July 20, 2022 and at least one item will be presented. Chairman Harris stated he will not be present for that meeting. 11.
