Citizens and Police Community Relations Advisory Committee Meeting Minutes September 21, 2020 9/21/2020 - Minutes 1. CALL TO ORDER & ROLL CALL Members Present: Andy Oguntola, Tiffany Davis, Narvell Peterson, Dwight Wilson, Deputy Chief Troy Schulze, Moe Moyer Staff Present: Police Chief Chris Velasquez, Judi Gladue Executive Assistant, Ed Palmer - Community Liason, Michael Smith, Jennifer Nanek, City Clerk A quorum was present. Jennifer Nanek, City Clerk, called the meeting to order. 2. Welcome And Introductions The members and staff introduced themselves. 3. Purpose Of The Committee Jennifer Nanek distributed a copy of Resolution 2020-25 and reviewed the purpose as listed in the Resolution. [begin section of Resolution] A. Providing a forum for citizens to express their opinions about police procedures and to receive informal information from the police department regarding police procedures. B. Providing a forum for citizens and the police department to openly and respectfully discuss issues of concern with the hope that concerns can be positively resolved. C. Providing a forum for citizens and the police department to engage in a dialogue that will be positive and productive and that will continue to foster a climate of trust and mutual respect. [End Section of Resolution] 4. Election Of Chair And Vice-Chair Ms. Nanek said the floor was open for nominations or volunteers as Chair. Andy Oguntola volunteered to serve as Chair. Moe Moyer made a motion to appoint Andy Oguntola as Chair. The motion was seconded and unanimously approved. Narvell Peterson volunteered to serve as Vice-Chair. Andy Oguntola made a motion to appoint Narvell Peterson as Vice Chair. The motion was seconded and unanimously approved. Newly Appointed Chair Andy Oguntola took over chairing the meeting. 5. Meeting Schedule The Chair recommended that we should plan to meet once a month generally but for the first few months they should meet every two weeks as they get going. This was discussed. The consensus was to meet on the last Monday of the month at 10am but for the next 2-3 months they will meet twice a month on the 2nd and 4th Mondays. As they get going they will meet once a month on the fourth Mondays. Chief Velasquez said in the future times and locations could vary to encourage public participation. The Chair recommended that we should plan to meet once a month generally but for the first few months they should meet every two weeks as they get going. This was discussed. Moe Moyer made a motion that the Committee for now meet every 2nd and 4th Monday for the next 60 days. The motion was seconded and unanimously approved. Next meeting is Monday October 12 at 10:00 a.m. 6. AROUND THE ROOM Deputy Chief Troy Schulze introduced Michael Smith over our Operations department. He said staff is welcome to attend even if not a part of the Committee so they know what is going on. He also introduced Ed Palmer as Community Liason. He will visible to the community. The Chair invited Ed Palmer to introduce himself. Mr. Palmer introduced himself and shared a bit of his background. Future meeting topics were discussed. The Chair encouraged everyone to do research and bring back ideas on how this board should procede. Ms. Nanek recommended that the board hear a presentation on Police Department training procedures that Chief Velasquez did back at a workshop in January when bodycams were being discussed. The Chair said this was a good idea. He also asked the Chief if the members could participate in a ride-a-long. Chief Velasquez said yes and he can email waivers to the members. The Chief said they used to have a citizens academy that might be good for the members to participate in at some point to learn what the Police do and the calls they get. The Chief said he will distribute the officers Bill of Rights to the Members so they know what can and can't be discussed. 7. COMMUNICATIONS AND PETITIONS 8. Sunshine Law Video The Committee viewed the sunshine law video. 9. ADJOURN The meeting was adjourned.
