Historic District Regulatory Board Minutes of January 17,2019 meeting City of Lake Wales 201 W. Central Avenue, Lake Wales, FL 33853 A regular meeting of the Board of Historic District Regulatory Board was held on January 17, 2018 at 5:00 PM in the City Commission Chambers in the Administration Building. The meeting was called to order by Chairman Schindler at 5:10pm. Agenda Item 1. Roll Call Members Present: John Turley, Diane Annington, Erika Schindler, Brandon Alvarado Members Absent: None Staff Present: Kathy Bangley, Planning Director, Autumn Cochella, Planning Manager, Fany Lozano, Secretary Agenda Item 2. Minutes of March 15,2018 On a motion by Ms. Armmgton and seconded by Mr. Alvarado, the minutes were approved unanimously. Skipped to Agenda Item Number 4. Agenda Item 4. 18 West Park Ave- Happy Liquors Chairwoman Rimkle reviewed the report: STAFF REPORT Historic Business District Regulatory Board January 17,2019 Agenda Application No: HD-0055 Project: Happy Liquors Building/Address: 18 West Park Ave Historic Structure: Historic Building Applicant: Cypress Signs, Agent for RK Rental & Properties, Inc. Attachments: Application for Certificate of Appropriateness Photos of facade with proposed sign Request: Sign Approval Historic District Regulatory Board Minutes of January 17, 2019 Page 1 Design guidelines: See Sec. 23-653.1 of the Code for general design guidelines. Staff comments: The applicant is seeking approval for a wall sign for the new business. The sign will be 18" formed plastic letters stud mounted with pattern, standard red. Times Bold font. 48" x 110" overall size of letters No other signage Is proposed at this time. End Report Ms. Bangley stated that this is the liquor store that is just down by the post office, and that they originally asked for a boxed sign that the zoning district does not allow for a box internally lit sign. Ms. Ruakle asked the board members if they had any comments or questions. Mr. Turley stated that he drove by the place. Mr. Armington stated that she was not happy to have a liquor store in town. Ms. Bangley responded that it is a permitted use. Mr. Turley made a motion to approve the sign as presented. Ms. Armington seconded the motion. All voted in favor. The motion passed unanimously. Returned to AgendaItemnumber 3 Agenda Item 3. 250 E Park Ave- Melanse Antiques Chairwoman Runkle reviewed the report: STAFF REPORT Historic Business District Regulatory Board January 17, 2019 Agenda Application No: HD-0056 Project: (2) Wall Signs Building/Address: 250 E Park Ave Historic Structure: Historic Building Applicant: Native Imagery, Agent for Linda Truitt Attachments: Application for Certificate of Appropriateness Photos of facade with proposed sign Request: Sign Approval Design guidelines: See Sec. 23-653.1 of the Code for general design guidelines. Historic District Regulatory Board Minutes of January 17, 2019 Page 2 Staff comments: The applicant is seeking approval for two wall signs for the new business. The proposed signage is two 3 mil aluminum composite sign boards with full color vinyl mounted with tapcons. No other signage is proposed at this time. End Report Ms. Bangley spoke on Alien's behalf and stated that there was historic background information on the building that was provided via email to the board members because this particular building is one of the contributing buildings that makes it a historic district. Ms. Bangley stated that a new design was submitted today. All the board members agreed that the newly designed sign is much better than what was previously submitted. Mr. Alvarado stated that the old design looks like a street sign. Ms. Runkle stated that the new submission does look like a historic downtown sign. Mr. Alvarado made a motion to approve the new sign design. Mr. Turley seconded the motion. All voted in favor. The motion passed unanimously. OTHER BUSINESS Ms. Bangley stated that as more things begin to change there will be more items item coming before the board not just signage. There was open discussion of moving the starting time of the meeting to 5:15pm to accommodate those who get off work at 5pm. All members agreed that start time should be changed to 5:15pm. Request of Cypress Signs, Agent for Happy Liquors Minutes of the Historic District Regulatory Board meetings can be obtained from the City Clerk’s Office. The minutes are recorded but are not transcribed verbatim. Persons requiring a verbatim transcript may make arrangements with the City Clerk to duplicate the recordings, or may arrange to have a court reporter present at the meeting. The cost of the duplication and/or court reporter will be at the expense of the requesting party. If any person should like to view any of the documentation for such proceeding the information may be obtained by contacting the Office of Planning & Development, at the City of Lake Wales Municipal Administrative Building located at 201 Central Avenue West, Lake Wales, FL, during the hours of 8:00 A.M. - 5:00 P.M. Persons who wish to appeal any decision made by the Historic District Regulatory Board with respect to any matter considered at this meeting will need a record of the proceedings, and for such purpose may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based. In accordance with Section 286.26, Florida Statutes, persons with disabilities needing special accommodations to participate in this meeting should contact the City Clerk’s office no later than 5:00 p.m. on the day prior to the meeting.
